The Government of Kenya has received financing from the World Bank towards meeting the cost of implementing the East Africa Skills for Transformation and Regional Integration Project (EASTRIP) in Kenya through the Ministry of Education (MoE). The project, whose project development objective (PDO) is to increase the access and improve the quality of TVET programs in selected Re- gional Flagship TVET Institutes and to support Regional Integration in EAST Africa. The Ministry intends to apply part of the proceeds for consulting services for Technical Assistance to Develop an Inter-Institutional Collaboration Framework for TVET Institutions.
The main objective is to develop an Inter-Institutional Collaboration Framework in TVET encompassing all relevant players with the following components:
- Training Institutions and programs at National and Regional levels within EASTRIP
- National and County Governments and Inter-Governments within EASTRIP participating Countries
- RFTIs and industry
- Regulators, professional bodies, qualification awarding bodies and curricula developers

The Ministry of Education – State Department for Vocational and Technical Training now invites eligible consulting firms (“Con- sultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. To be shortlisted, The Consultants must meet the following requirements:
- Eligibility and legal documents (Certificate of Incorporation/Registration, valid trading license, Tax Compliance certificate and power of Attorney for the firm; in case of joint venture, the power of Attorney must be authorized by the parties to the For foreign firms they should provide the mentioned documents from their country’s that are equivalent.
- Demonstrate ability of having been involved in successful execution, completion of at least 3 assignments in strategic plan- ning/Education planning and management (Details of the assignment- name and contact address of the client, scope, value and period shall be provided).
- Core business as a consulting firm with relevant experience in development of frameworks
- Technical capacity including equipment and personnel to undertake this assignment should be demonstrated in the com- pany profiles (mention areas of expertise). Do not provide CVs of staff
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the of the World Bank’s “Procure- ment Regulations for IPF Borrowers” July 2016 (Revised November 2020) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Pro- curement regulations for IPF borrowers, Procurement in Investment project financing for Goods, Works, Non-Consult- ing and Consulting Services” July 2016 (Revised November, 2020), which is available on the Bank’s website at http://www. worldbank.org/procurement.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procure- ment Regulations.
