CONSULTANCY SERVICES FOR THE DEVELOPMENT OF FIVE YEAR STRATEGIC PLAN FOR WAKF COMMISSIONERS 2021

WAKF COMMISSIONERS OF KENYA TENDER OCTOBER 2021 

1. a)BACKGROUND

The WAKF Commissioner is established under the WAKF Commissioners Act chapter 9 Of 2012. Our mission is to register and administer WAKF properties on behalf of Muslims for sustainability. Among our main functions are to advice National and County government on matters concerning the administration of WAKF, development of urban WAKF properties, implement education and welfare schemes and undertake awareness programs. The commission intends to enlist the services of qualified consultants to help develop its five-year strategic plan (2021-2026) to guide its operation in accordance with its mandate. Interested consultants are therefore invited to submit their expression of interest to undertake the assignment

1. b)Brief description of work

The work involves the preparation of a five-year strategic plan which should among others cover

1.         Alignment with the commission mandate, vision and mission
2.         Objectives to be pursued within the plan period

                    iii.        Analysis of the commission internal and external environment to determine its strengths, weaknesses, opportunity and threats (SWOT)

1.         Strategies of achieving the objectives within the framework of the commission mandate, vision, mission, strengths, weaknesses, opportunity and threats (SWOT)
2.         Strategy implementation matrix with clear performance indicators, timelines and responsibility
3.         Recommendations for any changes in structure policies and operation necessary to facilitate the strategy implementation
4. c)Requirements

Applicants should among others, submit the following information in the expression of interest;

1.         Background information regarding their consultancy firm including the scope of work, instrument of creation, date of formation, period of existence, vision, mission, objectives and core values
2.         Management structure of the firm

                    iii.        Staff employed and their respective qualification

1.         Details of consultancy assignment undertake in the proceeding 5 years
2.         Indication of the time they would take to accomplish the assignment
3.         Financial statements of the firm for the proceeding five years
4. d)Qualification and selection

Selection of the application to be invited to submit proposals will be based on the following

1.         Legal/ Business status of the consulting firm
2.         Academic and professional qualification of staffs

                    iii.        Number of years of experience in the consulting service

1.         Nature of consulting assignments undertaken
2.         Timeline for completing of the work indicated
3.         Financial stability of the firm
4. e)Submission

Interested consultants should submit their expression together with the requisite information and documents by 2^nd November, 2021 at old Makadara road Mombasa opposite Fayaz Bakery

Qualified consultants will be invited to submit their request for proposal. Consultants who had earlier responded to the first advertisement should re-submit their expression of interest for fresh consideration. The commission will inform all applicants of the outcome of the selection within two weeks of the closing date.
