ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR Undertaking the First, Second and Third Annual Performance Assessment (APA 1, 2 and 3) of the 45 Counties Participating in the Second Kenya Urban Support Program (KUSP II)

1. The Government of Kenya (GOK) has received financing from the World Bank towards the cost of the
Second Kenya Urban Support Program (KUSP2) and intends to apply part of the proceeds for consulting
services.
2. The primary objective of the consultancy is to assess the performance of eligible counties and urban
boards with respect to:
1. Compliance with the Minimum Conditions applicable to UIGs and WHR UIGs.
2. the Minimum Conditions applicable to UDGs and WHR UDGs.
3. the Performance Standards applicable to UDGs and WHR UDGs.
3. The first APA report will establish a performance baseline (in year 1) and then allow for the updating
(in each of the subsequent years) for all 45 counties and their eligible urban institutions (Annex 1)
concerning UDG MCs as well as the UDG PSs. The assignment for each APA is expected to take Two (2)
months. This APA 1 contract will be awarded for one APA cycle but may be renewed for a second and
third cycle, subject to satisfactory performance in the first APA. The decision for renewal shall be subject
to the performance of the consultant, with the decision for renewal to be communicated by the Client
within two (2) months after completion of the APA1 or a previous cycle.

5. The Ministry of Lands, Public Works, Housing and Urban Development, State Department for Housing
and Urban Development (the Client) through its Project Implementation Team, now invites eligible
consulting firm (“Consultants’’) to indicate their interest in providing the services. Interested Consultants
should provide information demonstrating that they have the required qualifications and relevant experience
to perform the Services. The shortlisting requirements for the Firm’s experience are:
(i) Core business as a consulting firm with at least Ten (10) years relevant experience
(ii) Have demonstrated experience of at least eight (8) years in successful execution of at least
5no. assignments of similar nature in both scope and complexity or such other areas like urban
reforms and development; technical/engineering or financial audits of infrastructure projects,
urban infrastructure and capacity building in similar operating environment (region).
(iii) Demonstrate specific experience in working with international donor funded projects in last
eight years.
(iv) Demonstrate technical and managerial capability of the consulting firm to undertake the
assignment, which should be supported by company’ profile providing details about staff skills,
necessary tools, equipment and software to undertake the assignment.
N.B Documentary evidence in support of these shortlisting criteria should be submitted by the
Consultants. These may include but not limited to copies of contracts for past assignments,
evidence that they have done work in the country/region which may include letters of recommendation
from previous clients.
6. A Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations for IPF
Borrowers, July 2016, updated August 2018 and November 2020) which can be found at the following

7 The attention of interested Consultants is drawn to Section III, paragraph, 3.14,3.16, and 3.17 of the
World Bank’s “Procurement Regulations for IPF Borrowers’’ July 2016 updated August 2018 and November
2020 (“Procurement Regulations’’) setting forth the World Bank’s policy on conflict of interest.
8 Consultants may associate with other firms to enhance their qualifications, but should indicate clearly
whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint
venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if
selected.
9 A Consultant will be selected in accordance with the Quality Cost Based Selection method set out in the
Procurement Regulations.

11 Expression of interest shall be delivered by 15th August, 2023 at 1100 hours East African Time
