PUBLIC DEB TMANAGEMENT SUPPORT PROJECT (PDMSP)

CONSULTANCY SERVICES TO DEVELOP PUBLIC DEBT MANAGEMENT FRAMEWORK
TNT/EOI/001/2021-2022

The Government of Kenya has received financing from the African Development Bank (ADB) towards the cost of the Public Debt Management Support Project, and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services to Develop Public Debt Management Framework.

The services under this assignment include: –

1. Review and development of public debt risk management framework;
2. Review and development of operational guidelines to support secondary market trading
3. Review and development of an external resource mobilization procedure/operations manual
4. Development of a monitoring and evaluation framework for donor funded projects;
5. Building capacity of the Public Debt Management Office (PDMO) staff on the developed framework and guidelines in 1-4 above.

The National Treasury, Public Debt Management Support Project now invites eligible consultants to express their interest in providing these services. Interested consultants must provide information in­dicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may form joint-ventures to enhance their qualifications.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Frame Work, dated October, 2015 which is available on the Bank’s website at http://www.afdb.org.

The Expression of Interest will be opened immediately after the closing date and time in the presence of candidates or their representatives who choose to attend at the National Treasury, Harambee Avenue, Nairobi, Conference Room on 6th Floor, Room 603 on Tuesday 26^th  April, 2022 at 1100 hours, Kenyan Time.
