- The Government of Kenya has received financing from the International Development Association (IDA) (the “Bank”) in the form of a credit toward the cost of Consultancy Services to Review the Engineers Board of Kenya Strategic Plan (2019 -2022) and Develop Strategic Plan (2022-2027). The State Department of Infrastructure (SDol), Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works (MOTIHUD&PW), an implementing agency of the Client, intends to apply a portion of the proceeds of this credit to eligible payments under the contract for which this Request for Proposals is issued. The financing agreement prohibits a withdrawal from the credit account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the Bank, is prohibited by a decision of the United Nations Security council taken under Chapter VII of the Charter of the United Nations. No party other than the Client shall derive any rights from the financing agreement or have any claims to the proceeds of the credit.
- The State Department for Infrastructure now invites proposals to provide the following consulting services: Consultancy Services to Review the Engineers Board of Kenya Strategic Plan (2019 -2022) and Develop Strategic Plan (2022-2027) hereinafter called “Services”. More details on the Services are provided in the Terms of Reference (Section 7 of the Request for Proposal document).
- a)It is not permissible to transfer this RFP to any other firm.
- A firm will be selected under Quality and Cost Based Selection (QCBS) procedures and in a Full Technical Proposal (FTP) format as described in the RFP, in accordance with the Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations for Investment Project Financing (IPF) Borrowers November 2020 which can be found at the following website: www.worldbank.org
- Interested eligible Consultants may obtain further information and inspect the Request for Proposal document on www.transport.go.ke under the resources menu, and/or the public procurement information portal ppip@ppra.co.ke and www.tender.go.ke or visit the Supply Chain Management Office, Works Building, Ground Floor, Ngong Road, Room No.48, Nairobi during normal office working hours (0900 to 1700 hours EAT). Those who download the document should immediately send their particulars to Supply Chain Management Office at room 48 on ground floor, Works Building or email to scms@infrastructure.go.ke for the purpose of registration and receipt of any further clarifications and addendums.
- Bids/Proposals must be delivered to the address below on or before 10.00 am local time on 22nd April, 2022 and dropped in the Tender Box located at Ground Floor opposite Room 48. Electronic Bidding will not be permitted. Late Bids will be rejected. Technical Proposals will be publicly opened immediately thereafter in the presence of the Bidders and/or designated representatives and anyone who chooses to attend at the 9th floor boardroom, Works Building, Ngong Road.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposal document.
