INVITATION TO TENDER

CONSULTANCY TO DESIGN AND DEVELOP ENERGY CONSUMPTION REGISRTRY FOR NDC REPORTING

Kenya as a party to the UNFCCC is required to submit national reports on implementation of the NDC to the Conference of the Parties (COP). The national reports are also one of the main mechanisms the country uses to bring climate change related information to the attention of national policy makers, relevant institutions, the wider national audience as well as to multilateral and bilateral development partners.

Under the convention, the count”,, has submitted two National Communications (NCs) to the UNFCCC and efforts are in place to prepare the third NC and the first Biennial Update Report (BUR). At the same time, Kenya is preparing her first Biennial Transparency Report (BTR) by 31st December 2024 to meet the set deadline under the Enhanced Transparency Framework (ETF). To facilitate the reporting, a National Inventory Report (NIR) assessing Kenya’s greenhouse gas (GHG) emissions by sources and removals by sinks for the period 1995-2022 will be prepared. All sectors will be required to provide and verify updated data for the NIR.

GHG emissions associated with energy supply resulting from electricity generation and petroleum fuels energy are well documented by the Ministry of Energy and Petroleum (MoEP) and its state agencies, while more work needs to be done in the collection of energy consumption. Emissions from energy consumption are those related to the combustion of various fuels, including non-renewable biomass and other polluting fuels, by residential, commercial, and industrial energy end-users.

To enhance the MoEP capacity to undertake energy consumption data collection, synthesis, and updating for easier reporting to the Climate Change Directorate as required by the Climate Change Act, 2016, the Ministry is collaborating with the. Clean Cooking Alliance (CCA) and GIZ Kenya to identify a contractor that will develop a robust tool to categorize and report on energy consumption from the household cooking sector specifically. The contractor will design this tool based on the existing UNFCCC reporting requirements and will be guided throughout the development of the tool by a technical working group led by the MoEP.

In this regard, the GIZ Office Nairobi invites bidders to submit, free of charge, and without obligation to GIZ, a bid to offer these services. The consultancy will be awarded to a suitable firm or a consortium of firms. For a consortium of firms, the lead firm (which is to submit their application) must be legally registered and operational in Kenya. The bidding firm must demonstrate the following:

  1. i)A minimum average annual turnover of KES 6,000,000 for the last 3 financial years
  2. ii)Certificate of registration/incorporation in Kenya for the lead firm submitting the bid.

iii)   Relevant experience of at least 3 similar assignments of at least KES 4,000,000 per assignment (in terms of type and magnitude) with references providing assignment details such as client, type of services, duration of implementation, budget & deliverables.
