RELATIONS (PR) AND DIGITAL MARKETING SERVICES FOR THE PROJECT

The Ministry of Education – State Department of Vocational and Technical Training has received financing from the World Bank toward the East Africa Skills for Transformation and Regional Integration Project (EASTRIP) to increase access and improve the quality of TVET Programs in selected regional flagship TVET institutes (RFTI) and to support regional integration in Eastern Africa region and intends to apply part of the proceeds for consulting services.
The State Department of Vocational and Technical Training intends to apply part of the agreed amount of this loan for procurement of consulting firms to support the launch of EASTRIP project in Kenya; handle public relations (PR) and digital marketing services for the project.
The services included under this consultancy are:
- a)Launch the Kenyan Chapter of this project and bring all the key stakeholders together i.e GOK, Private Sector Academia, Informal Sector associations ie Jua Kali Association, SME Authority.
- b)Sensitize the public on the project and showcase the project as a driver of the National socio-economic goals as enshrined in Vision 2030 and Big Four Agenda.
- c)Champion TVET online and change the mindset of the Kenyan youth through public and media relations activities era: advocate for blue collar jobs so as to reduce youth unemployment concerns.
- d)Carry out digital marketing, to drive conversations on skills development online to invigorate behavioral change among the target audience.
- e)The Consultant shall be answerable to the office of the Project Manager, EASTRIP based at Teleposta Towers, Nairobi.

The Ministry of Education – State Department of Vocational and Technical Training now invites eligible consultants to indicate their interest in providing these services.
The shortlisting criteria are:
- a)Valid copy of certificate of registration/incorporation of the company
- b)Valid copy of Tax compliance certificate from Kenya Revenue Authority(KRA)
- c)Certified copy of audited financial statement for the last three(3)years
- d)Relevant experience in Event Management, Public Relations and marketing with good analytical understanding of the TVET subsector.
- e)Experience in TVET event management and having done similar events in the last 3 years, preferably with exposure to Government of Kenya TVET projects.
- f)Experience in launch ceremonies with Government
- g)Experience in running a public relations and digital marketing campaign online so as to garner support and good will of the key stakeholders
- h)Experience in stakeholder engagement of various actors ranging from the public sector, private sector, academia- TTls
Key Experts will not be evaluated at shortlisting stage.
Interested consulting firms must provide information indicating that they have the relevant experience and are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions availability of appropriate skills among staff, etc.). Consulting firms may constitute joint-ventures to enhance the r chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Procurement regulations for IPF borrowers, Procurement in Investment project financing for Goods A arks, Non-Consulting and Consulting Services” July 2016 (Revised November, 2017), which is available on the Bank’s website at http://www.worldbank.org/procurement
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the of the World Bank’s procurement Regulations for IPF Borrowers” July 2016 (Revised November 2017) (“Procurement Regulations ) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
