1. This Request for Expression of Interest follows the General Procurement Notice for the project that
appeared in Development Business; issue No. 1686 of 1st January 2021.
2. The Government of Kenya has received credit from the World Bank towards the Second Kenya Informal
Settlements Improvement Project (KISIP2) and intends to apply part of the proceeds for consulting
services.
3. The consulting services (“the Services”) include Consulting Services for An Individual Policy and Strategy
Consultant. The assignment is expected to be for a period of Seventeen (17) calendar months.

5. The Ministry of Lands, Public Works, Housing and Urban Development, State Department for Housing and
Urban Development (“the Client”), through the Second Kenya Informal Settlement Improvement Project
(KISIP2) now invites eligible individual consultants (” Consultants”) to express their interest in providing
the services. Interested individuals must provide information indicating that they are qualified to perform
the services (attach curriculum vitae (CV), copies of documentary evidence of academic qualifications,
professional qualifications, and registration/licensing with professional bodies). The shortlisting
criteria are:
1. A Minimum of a Master’s Degree in Urban Planning, Political Science, Public Policy, or an
equivalent from a university recognised in Kenya.
2. A minimum of fifteen (15) years demonstrable relevant general experience in the field of
drafting urban policy/strategy formulation in the urban development sector
3. A minimum of ten (10) years in leadership position in in donor-funded projects and/or
government agencies implementing similar projects in informal settlements.
4. Must be registered and holding current annual practicing license from a relevant professional
body recognized in Kenya.
6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World
Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and Fifth Edition September
2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
7. A Consultant will be selected in accordance with the Individual Consultants Selection (ICS) method set out
in the Procurement Regulations.
