CONSULTING SERVICES FOR INDIVIDUAL PROJECT MANAGEMENT CONSULTANT 2023

MINISTRY OF LANDS, PUBLIC WORKS, HOUSING & URBAN DEVELOPMENT TENDER OCTOBER 2023 

REQUEST FOR EXPRESSION OF INTEREST

1. This Request for Expression of Interest follows the General Procurement Notice for the project that appeared in
Development Business; issue No. 1686 of 1st January 2021.
2. The Government of Kenya has received credit from the International Development Agency (IDA) towards financing
of the Second Kenya Informal Settlements Improvement Project (KISIP2) and intends to apply part of the proceeds
of this Credit to payments under this contract. Consulting Services for Individual Project Management Consultant

3. The tasks to be carried out under the assignment includes but not limited to:
a. Support the project in participatory programme design, proposal development, planning activities and
resource mobilization.
b. Participate in stakeholders’ meetings to support in the formation, development and documentation of
community-led projects.
c. Assist the project in undertaking feasibility study and prioritization of investments identified by participating
communities and Counties.
d. Support effective project management and tracking of Project Development Objective targets and indicators.
e. Assess project management challenges and advise the project on innovative solutions.
4. The Consultant shall possess the following qualifications:
a. Holder of a master’s degree in Project Management or an equivalent from a university recognized in
Kenya,
b. A minimum of ten (10) years demonstrable general experience in the field of project management,
c. A minimum of five (5) years specific experience working with communities in donor-funded projects
and/or government agencies implementing similar projects in informal settlements,
d. Must be registered and have a valid, current practicing license from a professional body recognized in
Kenya.
5. The Consultancy Service Contract is expected to be for a period of Seventeen (17) Calendar months

7. The Ministry of Lands, Public Works, Housing and Urban Development, State Department for Housing and Urban
Development, through the Second Kenya Informal Settlement Improvement Project (KISIP2) now invites eligible
Consulting Services for Individual Project Management Consultant to express their interest in providing the services.
Interested individuals must provide information indicating that they are qualified to perform the services (attach
curriculum vitae (CV), copies of documentary evidence of academic qualifications, professional qualifications, and
registration/licensing with professional bodies).
8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s
“Procurement Regulations for IPF Borrowers” first published July 2016 and revised September 2023, fifth edition
(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
9. An Individual Consultant will be selected in accordance with the Individual Consultants Selection (ICS) method set
out in the Procurement Regulations.

Expression of interest must be delivered by 24th October 2023 at 1100 hrs. East African Time using one of the following
