The State Department for Water and Sanitation, Ministry of Water, Sanitation and Irrigation has received financing from the African Development Fund towards the cost of the Thwake Multipurpose Water Development Program [Phase 1], and intends to apply part of the loan to payments under the contract for Consultancy Services to Undertake Stakeholder Awareness and Community Sensitization Communication Campaigns on Dam Break and Emergency Preparedness.
Phase one is currently at 94% implementation and involves the construction of the Thwake Dam and its associated structures. The dam is located one kilometer downstream of the confluence of Thwake and Athi Rivers. It is an embankment dam with an approximate maximum height of 80.5 m covering an area of around 9,217 acres, with catchment spanning about 10,276 km2. The program has also carried out a number of complementary studies to support and inform dam construction activities and associated structures and post completion operation and maintenance of the dam.
Objective and Scope of the Assignment
The main objective of the assignment is to create awareness to stakeholders living downstream of Thwake dam on the Emergency Preparedness and Response Plan.
The assignment is expected to identify and document various stakeholders, establishments and communities living downstream of the Thwake dam, how each will be affected in case a dam break emergency occurs and raise awareness through community communication advocacy and campaigns on preparedness and safety measures. The assignment will involve printing and distribution of IEC materials for the community in all the sensitization venues of the various stakeholders and communities downstream of the Thwake Dam. Documentation of all the processes, workflows, agenda of community meetings, venue [date & time] and attendance sheets of community engagement should be well done and the sessions recorded in both still pictures and videos of all the sensitization meetings for submission to the Client – State Department for Water and Sanitation. The assignment will also involve working closely with the Program Implementation Team [PIT] to oversee the preparation, production and dissemination of both routine and complex outreach products like information, communication and education materials, branded merchandise, banners for outdoor campaigns, brochures, fliers, fact sheets, multimedia content.
Duration of the Consultancy
This assignment is expected to be completed within a period of three [3] months. However, the consultant based on experience may propose an appropriate duration.
The State Department for Water & Sanitation now invites eligible consultants to express their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services by providing brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants”2008 revised in 2012 which is available on the Bank’s website: http://www.afdb.org .
