The Government of Kenya has received financing from the World Bank toward the cost of the Horn of Africa Gateway Development Project, and intends to apply part of the proceeds for consulting services.
- The consulting services (“the Services”) include survey, design and supervision of civil works, installa- tion of ducts, fiber optic cable, active equipment and associated works along the 740 Km Isiolo – Mandera Road and approximately 200 Km of spurs. This shall be done in co-operation and consultation with the client. The duration of the contract shall be nine (9) months in Phase I and twenty-four (24) months in Phase II from the date the contract will be signed

- The ICT Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Firm The firm shall be registered in the field of telecommunications and related ser- vices as its core business for a period of not less than 7 years;
- Firm The firm should demonstrate capacity and experience in carrying out design and supervision of installation of terrestrial fibre optic infrastructure for a period of not less than 7 years. The firm must have undertaken at least 2 similar assignments in scope and value within the last
5 years;
- Availability of Key Experts. The firm must demonstrate as having the requisite technical and mana- gerial capacity to undertake the assignment
Key Experts will not be evaluated at the shortlisting stage.

- Consultants may associate with other firms to enhance their qualifications but should indicate clearly wheth- er the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if
