INVITATION FOR TENDER

1. The Government of Kenya has received funding from the World Bank towards the cost of
Design, Supply, Installation and Commissioning of Solar Photovoltaic Generation Plants
with Associated Power Distribution Network (Mini-Grids) in Mandera, Wajir, Garissa, Tana
River, Lamu, Narok, Kilifi and Kwale Counties in Kenya with 7 years O&M services. It is
intended that part of the proceeds of this funding will be applied to eligible payments
under this project.
2. The Kenya Power and Lighting Company PLC now invites sealed bids from eligible
bidders for: KP1/6A.1/PT/1/23/B13: Design, Supply, Installation and Commissioning
of Solar Photovoltaic Generation Plants with Associated Power Distribution Network
(Mini-Grids) in Mandera, Wajir, Garissa, Tana River, Lamu, Narok, Kilifi and Kwale Counties
in Kenya with 7 years O&M services.
3. Bidding will be conducted through the International Competitive Bidding procedures as
specifi ed in the World Bank Guidelines: Procurement of Goods, Works and Non- consulting
services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, “published
by the Bank in July 2016 (Revised November 2020)_ “ Procurement Guidelines”)
and is open to all eligible bidders as defi ned in the Procurement Guidelines. In addition
please refer to paragraphs 3.14, 3.15, 3.16 and 3.17 setting forth the World Bank’s policy on
confl ict of interest.

offi ce hours between 0900 to 1200 and 1400 to 1630 hours (East Africa time).

8. Bids (hard copies) must be delivered on or before 29th August, 2023 at 10:00 AM. Late
bids will be rejected. Bids will be opened in the presence of bidders’ representatives who
choose to attend on 29th August, 2023 at 10:30 AM (local time) at Stima Plaza Auditorium.
9. All bids MUST be accompanied by a bid security in the form of a Bank Guarantee Only for
the amount and either of the currency as specifi ed below; based on associated Lot(s).
