INVITATION TO TENDER

DEVELOPMENT OF THE COOKING SUB-SECTOR KEY PERFORMANCE INDICATORS

As part of the GCF Project: Promotion of climate friendly cooking in Kenya contribution to an enabling environment for sub-sector transformation, the Ministry of the Energy and Petroleum and other partners developed the sub-sector Knowledge Management Strategy 2023. The strategy aligns the overall goal of the KM Policy 2022 of enhancing the ability of the country to mobilize and deploy knowledge for successful social and economic transformation, with the sub-sector goal of promoting best knowledge management practices that position it as an investment destination of choice.

The strategy was developed to deliver on four key strategy objectives upon which various act, t es are proposed. These include institutionalization of “knowledge management” culture by fostering a unity purpose among the sub-sector players, strengthening the culture of disseminating the generated Knowledge products on periodic basis in a more structured manner, development of the “single source of truth’ (a web-based knowledge hub/portal) as a one stop shop for access to if not all, most of the sub-sector related knowledge products and finally mainstreaming cooking into national frameworks via an evidence-based democracy culture. For each strategic objective, the strategy identified crucial activities to be undertaken.

With regards to institutionalization of knowledge management, the strategy proposed the identification of cooking sub-sector key performance indicators that become a convergence point for the sub-sector players to monitor transformation of the sub-sector. It is expected that all the interventions designed the sub-sector will be required to periodically report on all or some of the indicators based on the relevance – a format to be proposed by the Knowledge Management Committee, a committee expected to spearhead the implementation of the strategy.

Towards realizing this objective, the Ministry of Energy mobilized a small team of key sub-sector experts between 27TH February to 1st March 2023 to chat a way forward in the identification of these KPIs From the workshop, a draft list of the KPIs was developed. The Ministry intends to finalize on the development of the KPIs to enable further mainstreaming into the sub-sector knowledge management hub that s under development.

In this regard, the GIZ Office Nairobi invites bidders to submit, a bid to offer these services. The consultancy will be awarded to an individual consultant to deliver on the assignment. The bidder must meet the following eligibility criteria:

  • Demonstrable relevant experience of at least 3 similar assignments in terms of type and magnitude with references providing assignment details preferably in the table format below. The bidder is expected to provide project references with a minimum commission value of KES 2,000,000.

Clarification requests must be sent through the email KE_Quotation@giz.de by on 29.08.2024 to be responded to via email by 30.08.2024.
