DEVELOPMENT OF THE GREEN HYDROGEN KNOWLEDGE PLATFORM FOR KENYA

Background

The project “Developing the foundations for a green hydrogen economy in Kenya (GHZ Foundations)” is part of the core topic of “Climate and Energy, Just Transition” in the field action area of Renewable Energies and Energy Efficiency where other topics of Digital Centres and Digitalisation and Synthetic Fuels are part of it. The project runs from May 2024 to April 2027 and contributes to achieving the goals of the development cooperation programme “Modernisation of the Energy Sector and Climate Protection in Kenya” which promotes a sustainable, reliable and needs-based energy supply and the reduction of greenhouse gas (GHG) emissions.

The project’s objective is to see that Kenya has essential institutional, legal and human resources prerequisites for sustainable economic development with green hydrogen and its derivatives. It focuses adequately on decarbonisation and a just transition to a green economy that Kenya is striving for. The project has three spheres of activities firstly, that policy makers are provided with the necessary information to design a regulatory framework for a green hydrogen economy; secondly, that the capacities of Kenyan vocational educational and training institutions are strengthened in the field of Green Hydrogen (GH2) and Power-to-X [PtXJ in the different value chains identified for Kenya and thirdly, to ensure that the population and economic decision-makers in Kenya have access to a knowledge and information base on the potential of GHZ and PtX.

In line with Kenya’s Vision 2030, which seeks to accelerate sustainable growth and development through its abundant renewable energy resources, green hydrogen has emerged as a key player in decarbonizing various sectors such as shipping and industrialize sectors such as fertilizer production. Kenya’s green hydrogen economy has grown over the past 4 years with relevant strategies and policies developed that are meant to guide the sector, such as the country’s Green Hydrogen Strategy and Roadmap and the Green Hydrogen and its derivatives Guidelines launched in 2023 and 2024 respectively. In 2023, Africa’s first commercial green ammonia fertilizer plant was operationalized in Kenya setting the pace for the actualization of production of non-fossil fuel-based fertilizer.

Context

In support of the growing economy, access to information becomes a vital tool in creating awareness and boosting unified growth of the nascent economy. Hence, having a centralized repository platform for all relevant information related to the Kenyan green hydrogen economy that will facilitate knowledge sharing, enhance stakeholder engagement and assist in informed decision-making is needed. GIZ Kenya proposes the development of a comprehensive knowledge management platform that will contribute to supporting the activities of the Green Hydrogen Program Coordination Committee (GH2-PCC) in steering and guiding the implementation of the strategy and roadmap.

The primary objective of the platform is to provide a centralized, accessible and up-to-date source of information for all stakeholders related to the development and promotion of the Green Hydrogen economy. The platform will aim to; inform, connect, guide, engage, disseminate and educate on the implementation activities within the Kenya Green Hydrogen Strategy and Roadmap.

Call to bid

In this regard, GIZ is looking for the services of a suitable firm to design and develop an attractive, intuitive and interactive web platform on green hydrogen in Kenya to support the activities of the GH2-PCC, the secretariat and Ministry of Energy and Petroleum.

The consultancy will be awarded to the bidders who could be consultancy firms, software development companies, registered business entities or a consortium of businesses that meet and demonstrate [with proof) the following eligibility criteria. Note that a separate eligibility criteria grid is provided with this ToR.

  • Legal business entity Incorporated in Kenya with at least 3 years operation supported by:

–         the Certificate of registration.

–         Tax Compliance Certificate.

  • If the bidder is a consortium, a clear declaration of the same.
  • Demonstrate annual turnover of KES 10,000,000
  • Demonstrate at least 5 employees In the last 3 years.
  • Proof of registration with The Information and Communication Technology Authority and the Office of the Data Protection Commissioner as a data processor will be required.
  • Demonstrable relevant experience of at least 3 similar assignments in terms of type and magnitude with references providing assignment details preferably in the table format below. The bidder is expected to provide project references with a minimum commission value of KES 7,000,000
