INVITATION TO TENDER

  IN KENYA

Over the past three years, and under the guidance of the Behaviour Change and Communication Strategy (BCC) for promoting clean and climate friendly cooking in Kenya developed and launched by the State Department for Energy back in 2022, the project has implemented grassroots, county level, regional and national activities aimed at increasing the knowledge and understanding of the potential benefits of adopting improved/clean cooking solutions among Kenyan households. The strategy rallying call “Upishi Bora Afya Bora” informed consumer education focusing on three ICS impact streams considered in the context of the project – livelihoods, health and environmental. Prior to the commencement of the activities and in bid to objectively measure and evaluate the effectiveness of the interventions undertaken by the project, a national cross-sectional household baseline survey utilizing both quantitative and qualitative approaches to data collection and analysis was undertaken in 2022.

The goal was to obtain data and provide baseline status for the project’s key performance indicators; mainly-(l) the percentage of Kenyans (disaggregated by gender) aware of the benefits of using improved/ clean cooking solutions, and (2) the percentage of Kenyans (disaggregated by gender) who are currently using improved/clean cooking solutions. The project is now seeking to conduct an endline survey to establish the impact of the behaviour change and communication activities undertaken over the period of the project and more importantly to provide an endline status to the key project indicators, in this regard, the GIZ Office Nairobi invites bidders to submit a bid to offer these services. The consultancy will be awarded to a suitable firm or a consortium of firms. For a consortium of firms, the lead firm (which is to submit their application) must be legally registered and operational in Kenya and must demonstrate the following:

  1. i)A minimum average annual turnover of KES 20,000,000 for the last 3 financial years
  2. ii)Certificate of registration/incorporation in Kenya for the lead firm submitting the bid.

iii)   Relevant experience of at least 3 similar assignments of at least KES 15,000,000 per assignment (in terms of type and magnitude) with references providing assignment details such as client, type of services, duration of implementation, budget & deliverables.
