REQUEST FOR EXPRESSIONS OF INTEREST FOR INDIVIDUAL CONSULTANCY SERVICES FOR THE DEVELOPMENT OF UTILITY RUN SUPER ESCO
REFERENCE No. KP1/1/3A/4/1/EOI/001/21-22
1.0 Introduction
The Government of Kenya has received financing from the African Development Bank (AFDB) toward the cost of the project for the development of a utility-run Super ESCO and intends to apply part of the agreed amount for this grant to payments under the contract for an Individual consultant (hereafter the Consultant) to support process for recruitment of a Consultancy Firm to provide Technical Assistance for the development of a Super ESCO domiciled at The Kenya Power and Lighting Company PLC.
The Consultant shall be responsible for the finalization of the terms of reference (“TORs”) and all bidding documents required for recruitment of the Consulting Firm, evaluation of bids, coordination with AFDB and aiding KPLC in negotiating and signing a contract with the successful bidder.
2.0 The Scope of the Individual Consultancy Services
The services of the Consultant will include the following:
- Assessment and identification of the needs of KPLC based on both its current capacities and international practices in terms of operation and management of Super ESCOs
- Finalization of the terms of reference, based on the results of the need assessment and identification
- Provision of technical support to KPLC in launching the request for expression of interest (REOI) and request for proposal (RFP)
- Evaluation of the submitted bids and developing all required reports
- Coordination with AfDB procurement in facilitating AfDB procurement’s No Objection on various procurement steps
- Negotiation and contract conclusion with selected consulting firm
3.0 The Duration of the Contract
The services are expected to be completed within a period of 6 months from commencement Date of Contract which is estimated at 50 man-days.
4.0 Application Process
The Kenya Power and Lighting Company PLC which is the Contracting Authority hereby invites eligible consultants to indicate their interest in providing the Services described above.
Interested individual consultants must provide their detailed CVs and any other documents showing their experience in perform similar assignments.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”
dated October 2015, which is available on the Bank’s website at http://www.afdb.org

5.1 Submission Deadline
All submissions to this request must be submitted electronically or on paper so as to be received on or before 5.00 PM (East Africa Time) on or before 23rd March 2022.
