INVITATION FOR BIDS

EXPANSION AND UPGRADING OF MASINGA DAM INTAKE WORKS

1. Tanathi Water Works Development Agency (TAWWDA) has received financing from the Government of Kenya through
the Ministry of Water, Sanitation and Irrigation for the EXPANSION AND AUGMENTATION OF MASINGA KITUI INTAKE
WORKS Tender No: TAWWDA/003/2023-2024
2. Bidding will be governed by the Government of Kenya Public Procurement rules and Procedures (The Public Procurement
and Disposal Act 2015; www.ppoa.go.ke).
The Design Build Contract shall comprise but not limited to the following:
• Design for floating intake, electromechanical equipment at intake, treatment works and Masinga Cluster Scheme
• Supply and installation of floating plontoon structure for intake complete with buoyancy equipment, and accessories
• Supply and installation of 3No raw water pumps with capacity 150m3/hr, Head of 100m, 1No pump with capacity
300m3/hr with head of 300m, 1No pump with capacity of 150m3/hr with head of 100m
• Supply and installation of raw water rising main: steel pipe DN 400mm PN16 with flexible joints and floating PE
pontoons
• Rehabilitation of Rising Main DN 400mm, PN 25 (Airvalves, Washouts, mechanical joints)
• Rehabilitation of existing 18,000m3/day treatment works (Penstocks, lab, chemical building,)
• Replacement of lab and chemical mixing equipment, 120m3 elevated steel backwash tank
• Excavation works of depths ranging 1m to 2m, laying distribution lines
• Augmentation of Masinga Cluster Water Supply System (airvalves, washouts, mechanical joints)
• Supply and installation of lab equipment and assorted water smart meters ranging from DN 400mm to 83mm
3. Tanathi Water Works Development Agency now invites sealed bids from eligible and qualified bidders (Design-Build
Contract) to undertake the works described above. The delivery/construction period is 18 months.
4. Bidding will be conducted through the National Competitive Bidding procedures specified by the Government of Kenya
Public Procurement rules and Procedures (The Public Procurement and Disposal Act 2015; (www.ppoa.go.ke), and
is open to all bidders registered in Kenya as defined in the Bidding Documents.

and inspect the Bidding Documents at the address given below from 0800 hours to 1700 hours local time from Monday to
Friday, except during lunch hour (1300 hours to 1400 hours), during weekends and public holidays.
6. The Application must be clearly marked “TENDER FOR EXPANSION AND AUGMENTATION OF MASINGA KITUI INTAKE
WORKS”.
7. Qualifications requirements include:
(a) Experience as Lead Contractor in 2 previous projects similar in nature and magnitude that involved design and construction
of floating intake with capacity of atleast 9000m3/day and Treatment Works with capacity of 18,000m3/
day in the last 8 years.
(b) Experience as lead contractor in the installation of electromechanical equipment with pumps of capacity of 300m3/
hr, DN 400mm steel pipelines, 250mm HDPE pipelines
(c) The lead Contractor should have an annual turnover of not less than Ksh 500,000, 000
(d) Submit Technical Proposals and Methodology for the design works and operations during DLP
(e) Proposals for the timely acquisition (own, lease, hire, etc.) of the essential equipment
(f) Liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments
which may be made under the Contract, of no less than KSh 400,000,000
(d) Only firms registered with the National Construction Authority under category NCA 1 as Water Works Contractors
will be considered.
8. A consistent history of litigation or arbitration awards for the Applicant or any partner of a Joint Venture may result in
disqualification.
9. A complete set of Bidding Documents in English language may be inspected and downloaded by interested eligible
bidders free of charge at website www.tanathi.go.ke or www.suppliers.treasury.go.ke.
10. Bids must be delivered to the address below at or before 1200 hours East Africa time on Thursday, 31st August 2023.
Late bids will be rejected and returned to the Bidder un-opened. Bids will be opened physically in the presence of the
bidders’ representatives who choose to attend in person at the address thereafter.
11. A pre-tender site visit shall be held on 10th August 2023 at Tanathi Water Works Development Agency offices in
Kitui at 1000Hrs.
12. All bids shall be accompanied by a Bid Security from a Bank of Kshs 2,000,000 (or equivalent amount in freely convertible
currency).
