EXPRESSION OF INTEREST AND PREQUALIFICATION FOR PROVISION OF INSURANCE BROKER SERVICES

Education Development Trust Sub Saharan region hereby invites interested suppliers to submit their expression of interest/ prequalification in relation to upcoming tender in form of Request for Proposal aimed at soliciting proposals for Insurance Broker Services.

  1. Introduction

At Education Development Trust, we improve school systems at scale; we partner with governments around the world to help turn ambitious, visionary education policy into reality. We invest annually in our programme of education research and this evidence underpins our work and informs policy and practice around the world. We have a long-established presence in Africa – running programmes since 1992 – and have worked with a range of governments, donor agencies and partners to improve education across the continent, providing short-term, expert consultancy and delivering long-term, national education programmes.

The medical services will be provided for Kenya based staff who move within the Sub-Saharan Africa region for over 50 staff and the rest of the services for Kenya only.

To be provided by HR on ongoing projects in SSA and areas the insurance will cover no. of staff, regions, countries etc.

  1. General Instructions
    ED Dev Trust hence invites qualified and reputable Insurance Brokers to submit their applications expressing interest and providing documentation to be prequalified (shortlisted) to participate in subsequent Request for Proposal (RFP) intended.

Only qualified suppliers from this exercise will be invited to bid in the upcoming RFP process,

In addition to the specific requirement for broker services referenced above, the RFP process may result in the establishment of Long-Term Agreements for Insurance Broker Services to meet potential future demand for insurance coverage. These LTAs are intended to include secondary bidding process, where Requests for Quotations (RFQs) will usually be issued to the relevant LTA holders, to select and award contracts for Insurance Broker Services. More details will be provided at the RFP stage.

Please note this is not a solicitation of commercial offers. No price offers are required at this stage. This is a prequalification (shortlisting) exercise in relation to an upcoming tender process (RFP).

Submitting a reply to a Call for the EOI/Prequalification does not automatically guarantee receipt of the solicitation documents (RFP) when issued. Submissions which are incomplete may not be considered.

Education Development Trust reserves the right to change, reject or cancel at any time during the EOI/Prequalification and/or subsequent RFP process without any liabilities when considered to be in the best interest of the organization and/or the people it serves. Ed Dev Trust also reserves the right to require compliance with additional qualification requirements at the RFP stage.

  1. Scope of provision of insurance broker services

This EOI/Prequalification (shortlisting) exercise and the intended RFP process relate to the provision of Insurance Broker Services and gather data for tender for provider of insurance policy covering:

  1. Group life international & Kenya based staff
  2. Medical Cover for Kenya based staff
  3. International medical cover that includes evacuation for staff based in the region
  4. General insurance (Equipment, furniture etc.)
  5. Motor vehicles
  6. Write tender material
  7. Undertake tender, incl. Q&A
  8. Organize pre-bid meeting with insurance companies (if necessary)
  9. Offer Comparison, incl. executive summary with overview of proposals and justification for ‘best buy’
  10. Design and propose process for handling of claims
  11. Prequalification criteria

Business profile, capacities, and experience – The supplier should possess the right business profile, sufficient capacities focusing on organisation, assets, personnel, know-how, African network, etc. Adequate experience in provision of Insurance Broker Services at international level as relevant to the scope of the intended RFP.

Eligibility – The supplier should comply with corresponding eligibility criteria free from terrorism, fraud, corruption and in line with Ed Dev Trust code of conduct on free slavery risks.

Financial soundness – The supplier should possess sound financial standing/capacity to undertake high profile/value projects and healthy debt composition.

Litigation – The supplier should not have a history of substantial/numerous litigation (arbitration, claims, bankruptcy) that demonstrates unreliability, or pending ones that could impair supply performance in future projects. Ed Dev Trust reserves the right not to shortlist any supplier with a consistent history of litigation.

  1. Content required for prequalification

Interested suppliers are requested to submit the following information, documents, and evidence as a part of their application proving compliance with the qualification criteria above. Fully completed forms and duly authorized submissions as requested. Please note that submissions which are incomplete may not be considered.

  1. Tenderer’s Memorandum

All bids submitted shall (mandatory) include copies of the following documents: –

  1.             EOI response with all supporting documents
  2.             Certificate from the Insurance Regulatory Authority

                                                      iii.            Certificate of incorporation for the firm tendering/ Business Registration Certificate

  1.             Current Year Single Business Permit
  2.             A valid tax compliance certificate from K.R.A
  3.             PIN Certificate and VAT certificate of the firm tendering
  4. Technical requirements

Provide the below minimum requirements

Africa region presence – provide evidence of African network with organisational structure and network

Africa region experience – provide evidence of African organisations by providing evidence of similar contracts with minimum 3 organisations of similar size.

Ability to assess/develop organisations demand – demonstrate you can assess/develop and organisation’s demand for coverage in relation to today’s international insurance market by providing 1 sample tender material and 1 sample offer comparison with recommendations from similar tender.

Complete Expressions of interest applications and submission including supporting documents and evidence should be sent by email (max. 15 MB per message) to the following address ssaprocurement@educationdevelopmenttrust.com or in hard-copy to Education Development Trust offices located on the 2nd Floor of Ngong Lane Plaza, Ngong lane, off Ngong road during working hours (Mon -Thursday 9.00am to 3.00pm).

Submission deadline is Thursday 27th May 2021 at 2.00pm. Tenders will be opened on thereafter within a week of opening. All bidders or their representatives are welcome for the opening which will take place online and an invite will be sent.
