The East African Community (EAC) has received financing from the African Development Fund (ADF) administered by the African Development Bank Group (AfDB) toward the cost of the EAC Payment and Settlement Systems Integration Project (EAC-PSSIP) and intends to apply part of the agreed amount of this grant to payments under the contract for Consultancy Services to assist the EAC Partner States Central Banks and the EAC Secretariat implement a highly integrated regional real time gross settlement (RTGS) system on a single-shared platform, that will facilitate safe and efficient cross-border payment and settlement services.
The objective of the consultancy is to undertake a gap analysis review of the capabilities of the current EAPS vis a vis the desired capabilities of the single-platform system as expressed by the EAC Partner States’ Central Banks. The consultancy will also be required to develop functional and technical requirements for the proposed solution including system design and implementation plan. The technical specifications will include hardware, software, and network design requirements.
The EAC Secretariat now invites eligible consulting firms to submit their Expressions of Interest (Eol) in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (company information, legal documents of the company, description of similar assignments, experience in similar projects, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their chances of qualification.

The method of selection shall be Selection Based on the Consultants’ Qualifications (CQS). The eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Fund’s “Rules and Procedures for the use of Consultants” (May 2008 Edition, Revised July 2012), which is available on the Fund’s website at http://www.afdb.org. The EAC Secretariat is under no obligation to select any consultant who expresses interest.
