EXPRESSION OF INTEREST FOR RESEARCH SERVICES FOR REUSE AND RECYCLE OF LITHIUM-ION BATTERIES.

1. Background.
Kenya Electricity Generating Company Limited (KenGen) is a limited
liability company, 70% owned by the Government of the Republic of
Kenya. It is the leading electric power generation company in Kenya,
producing over 60% of the electricity consumed in the country. It has a
total installed capacity of 1904 MW with power plants located in different
parts of Kenya.
The government of Kenya aims to increase the uptake of electric vehicles
in the country in the next five years with a goal to have 5% of all registered
vehicles in Kenya being electric vehicles by 2025.
KenGen has embraced sustainability which emphasizes on the need to
conserve resources and minimize pollution. Owing to the need to develop
waste management efforts for EV batteries, KenGen invites expression
of interest from eligible firms and entities to provide application
research on lithium-ion batteries recycle or reuse.
2. Objectives.
To build internal research and development capacity, the company wishes
to engage an eligible firm or consortium to research into lithium-ion
batteries recycle or reuse.
The objectives of the research are to:
• Provide practical applied research approaches on lithium-ion batteries
recycle or reuse;
• Develop technological know-how on lithium-ion batteries recycle
or reuse;
• Facilitate and foster collaborative research, planning and development
with a focus to piloting lithium-ion batteries recycle or reuse.
The research is focused on data collection, methodological development,
instrument/equipment development in recycle or reuse of lithium-ion
batteries. All intellectual property developed through this process will
belong to KenGen.
3. Scope of Services
The scope of work and services for the research will include but not
limited to the following:
i Study the feasibility of recycling or reusing lithium-ion batteries;
ii Recommend develop the most suitable technology for recycling
or reusing lithium-ion batteries. At least three technologies shall
be proposed, and strong indicators for the recommended technology
demonstrated through the following analysis of the three
technologies tabled for comparison and justification of the selected
technology:
• Complete economic analysis of the CAPEX required,
fixed and variable costs, Internal rate of return, return on
investment and payback period.
• Sensitivity analysis for the recommended technology
iii Application of the technology developed by designing and developing
a demonstration facility at its Research and Development
Centre to demonstrate the functionality of the technology.
4. Documentation Requirements
a) Provide the requirements below;
• Name of firm
• Postal address
• Physical address

• Contact person
b) Certified copies of company registration certificates/documents to
prove legal status in the country of domicile; in addition, where
the bidder is a consortium, a signed consortium agreement which
must specify the role of each party in the consortium. (Not more
than one consortium agreement of the same firm for this EOI will
be allowed).
c) Certificate of incorporation (and any certificate of change of
name), certified by an authorized representative of the bidder or
(as the case may be) the consortium member
d) Certified copies of Memorandum/Articles of Association for all
consortium members.
e) Where the Applicant is a consortium, a list of the proposed members
of the consortium and the proposed Leader of the consortium.
(Attach consortium agreement).
f) All the members of the consortium must meet the EOI requirements
g) Information regarding any current litigation involving the consulting
firm certified by a reputable law firm
5. Eligibility Criteria
The expression of interest must be accompanied by the researcher’s
qualifications, professional capabilities and details of past experience related
to the requested research services. Such information may include
research papers, description of similar research projects, experience in
similar conditions, and availability of appropriate skills among research
team with their most recent profiles showing their experience, qualifications,
capabilities, referees and details of past experience especially in
their areas of expertise. This research requires the services of competent
firms or entities knowledgeable in chemistry, chemical, mechatronics.
electrical & mechanical engineering.
Interested firms or entities should provide specific information as indicated
below:
All bidders should provide,
a) Name(s) and Position(s) of authorized representatives.
b) Valid tax compliance or equivalent statutory document for international
bidders.
c) Firms, entities/universities are encouraged to collaborate. Those
that jointly participate should submit proposed consortium agreements
between the parties, with the roles of each party clearly defined.
(Not more than one consortium agreement of the same
firms will be accepted.)
d) Description of management/ organization structure, the Principal
Researcher and list of key researchers relevant to the assignment
and their Curriculum Vitae
e) Provide proof of registration of the research institution of the researcher
with relevant regulatory bodies
f) A firm profile including background of the firm, organizational,
structure and research work carried out.
g) List of relevant research & development projects carried out.
h) A complete description of the methodology and process to be
used in carrying out the research.
i) Evidence of transfer of knowledge capability
Note: KenGen may undertake due diligence and any bidder
misrepresenting facts will be automatically disqualified.
6. Clarifications
Interested individuals may request for clarification on this Expression of
Interest qualification process for up to Seven (7) days before submission
date. Any request for clarification must be sent in writing by paper, mail,

7. Submission
Three (3) copies of the prequalification documents shall be submitted
clearly marked ORIGINAL (1) and COPY (1) in separate sealed envelopes.
Each envelope should be clearly marked “KGN-SID-00-2023-
CONFIDENTIAL – EXPRESSION OF INTEREST FOR RESEARCH SERVICES

The prequalification documents must be delivered by hand or registered
mail to:

The EOI documents should be dropped at the tender box located on
Ground Floor at KenGen, RBS building. Bids that cannot fit in the tender
box should be submitted to the General Manager – Supply Chain Office
located on the 9th Floor KenGen Plaza II on or before the submission
deadline.
Bidders should submit one original and Copy (1) of the EOI on or
before 2ND MAY 2023 at 1000 hrs. The EOI will be opened on the
same day in public at 1030 hours, (Kenyan time) at 6th Floor, KenGen
Pension Plaza II in the presence of bidders’ representatives who
choose to attend.
The Expression of Interest can also be viewed and downloaded from our
website www.kengen.co.ke
Bidders are advised to be checking the websites from time to time up to
seven (7) days before the submission date for any uploaded information
through clarification/addendum.
Only firms pre-qualified under this procedure will be invited to submit
their Technical and Financial proposals under the Request for Proposals
(RFP).
KenGen reserves the right to accept or reject any or all applications without
the obligation to assign any reason for the decision. Only individuals
pre-qualified under this procedure will be issued with the tender documents
and be invited to submit their technical and financial bids under
the Request for Proposals (RFP).
