1. The Government of Kenya has applied for financing in the amount of US$ 350 million equivalents
from the World Bank toward the cost of the Second Kenya Urban Support Program (KUSP2), and
it intends to apply part of the proceeds to payments for goods, works, non-consulting services and
consulting services to be procured under this project. This project will be jointly financed by the
Government of Kenya contributing an amount of US$ 10 million.
2. The project will include the following components:
2.1 Component 1: Urban development national policies, capacity building and program
management will support implementation at the national level by directly financing activities
that contribute towards the delivery of the Program outcomes. This Component will
provide support for: (i) program management; (ii) policy and regulation development;
and (iii) technical and capacity development support to counties and urban institutions.
2.2 Component 2: Subnational urban development capacity building and investments will
finance urban infrastructure and service delivery and institutional and capacity development.
It will incentivize counties and urban institutions to undertake interventions that
contribute to achieving the Program outcomes through performance grants accessed
based on their compliance with Minimum Conditions (MCs) and the extent to which they
are able to achieve Performance Standards (PSs).
2.3 Component 3: Window for Host Communities and Refugees (WHR) Urban Institutional
development and investments will establish and strengthen urban institutions and
improve access to infrastructure services in refugee and host community/surrounding
areas.
3. The consulting services to be procured through International Competitive Procurement are:
a) Annual Performance Assessment
b) Development of strategy for classification, establishment and institutional development of
municipalities and urban areas.
c) Review and harmonization of the urban planning regulatory framework including Physical
and Land Use Planning Act (PLUPA), County Government Act (CGA), Urban Areas and
Cities Act (UACA), Special Economic Zones Act and review of the urban planning regulatory
framework to identify barriers to private sector growth
d) Model templates on organizational and staffing structures, municipal schemes of service,
salaries and remuneration scales, performance contracting guidelines for municipalities.
e) Development of knowledge management (KM) and Records management (RM) systems
for urban institutions and Support set-up of RM system at Urban Development Department
(UDD) and at municipalities
f) Development of guidelines for development control and zoning regulations in municipalities
g) Review and dissemination of service delivery manuals, including climate resilience
aspects and guidelines for M&E systems for urban service delivery
h) Development and rollout of guidelines on private-sector engagement, including establishing
public-private dialogues and a tool for rapid diagnostic to inform Integrated Development
Plan (IDeP)
i) Review and development of models and support piloting public private partnerships for
priority sectors e.g., onsite sanitation or solid waste management
4. Procurement of contracts financed by the World Bank will be conducted through the procedures as
specified in the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 and
Fourth Edition November 2020, (Procurement Regulations), and is open to all eligible firms and
individuals as defined in the Procurement Regulations. After project negotiations, the World Bank
shall arrange the publication on its external website of the agreed initial procurement plan and all
subsequent updates once it has provided a no objection.
5. Specific procurement notices for contracts subject to open international competitive procurement
will be announced, as they become available, in UN Development Business online, on the World
Bank’s external website and State Department for Housing and Urban Development’s website,
www.housingandurban.go.ke and local newspapers in Kenya.
