The Government of Kenya has received financing from the World Bank toward the cost of the Kenya
Off-grid Solar Access Project and intends to apply part of the proceeds for consulting services. This Specific
Procurement Notice (SPN) follows the Project General Procurement Notice posted on UNDB online no
WB4689-08/17, dated 15th August 2017.
The consulting services (“the Services”) include the implementation of an integrated consumer
awareness and behaviour change campaign that will initiate/increase household and institutional uptake
and use of solar off-grid energy and clean cooking solutions. The assignment is expected to begin in April,
2024. The total contract is for 12 months from the signing of the agreement. Upon award of the contract,
a detailed timeline and reporting schedule will be determined between the consulting firm and KOSAP.

The Ministry of Energy & Petroleum, State Department for Energy now invites eligible consulting firms
(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide
information demonstrating that they have the required qualifications and relevant experience to perform
the Services. The shortlisting criteria are:
Relevance and suitability of the applicant firm’s core business to this assignment;
1. Number of active years in the business and its general and specific contract experiences;
2. Successful delivery of a minimum of two similar nature complexity and sized assignments;
3. The firm’s overall organizational competence, capability, and qualifications as demonstrated
through its overall technical experts’ size and mix, financial, technical, and managerial
strengths, and goodwill in the industry;
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.18, and 3.21 of the
World Bank’s “Procurement Regulations for IPF Borrowers, July 2016, revised September 2023 (“Procurement
Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly
whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint
venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if
selected.
The consultant will be selected by the QCBS method set out in the Procurement Regulations.
Expressions of Interest must be delivered in a written form to the address below in person, or by mail, or
by email by 14th December, 2023 at 12:00 noon East African Time.
