The Government of Kenya has received financing from the World Bank towards the cost of the Kenya Covid 19 Education Response Project, and intends to apply part of the proceeds toward payments under the contract for Upgrading of Kenya Education Cloud. For this contract, the Government of Kenya shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
The above tender was advertised in local dailies on 26th January 2021. The tender comprised three lots i.e. (1) Lot A-Upgrading of Kenya Education Cloud (2) Lot B-Supply of Server (3) Lot C-Acquisition of Digital Content. Bidders in Lot C were not responsive to requirements of the Bid Document.
The Ministry of Education now invites sealed Bids from eligible Bidders for Upgrading of Kenya Education Cloud – Lot C for Acquisition of Digital content request for Bids reference No MOE/ GPE/GDS/05/2020-2021. Bidders eligible to participate in the tender are those whose digital content had prior approval by Kenya Institute of Curriculum Development (KICD) and meets the requirements of the Bid document
Bidding will be conducted through National competitive procurement procedure using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, November 2017 revised August 2018 and is open to all eligible Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information from the address below and are free to inspect the bidding document during office hours 0900 to 1600 hours at the address given below. Any clarification in regard to this tender will be uploaded in the Ministry website www.education.go.ke.
The bidding document in English language may be purchased by interested bidders from Project Procurement Office 1st Floor room 110 upon payment of a non-refundable fee of Kenya Shillings one thousand (Kshs.1,000). The method of payment will be cash, payable to Ministry’s cash office 7th Floor room 730
Bids clearly printed/marked with Bid reference number must be delivered to the address below on or before 4th June 2021. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend on the address below on 4th June 2021 at 11.00 AM EAT.
All Bids must be accompanied by a Bid security of 2% from a Bank, of the total Bid value in the format specified in the tender document.
