EXPRESSION OF INTEREST EOI FOR LEASING AND OPERATING RADIO AND TV INFRASTRUCTURE
TENDER NO; CGM/E0l/ICT/02/2020-2021
The County Government of Migori through the department of Information, Communication & Technology (ICT)& E- Governance, wishes to engage a duly Registered Investor/Firm with both financial and technic al capability to lease, and operate the Uriri Radio and TV Station within the laws and regulations of the governing bodies he. CAK, MCSK and KFCR for a period of three years.
The service provider shall be required to meet the following requirements among others;
- a)Provide a schematic diagram of the network that shows how signals are to be relayed from the studio to the broadcast antenna
- b)The radio station Infrastructure shall be operated in conformity with the terms and conditions stipulated in the spectrum assignment
- c)The service provider shall be required to provide a Copy of Technical specification sheet of any additional equipment Installed in the facility and the manufacturer.
- d)The service provider shall provide a Copy of Test reports verifying the electromagnetic conformity, RF conformity, health & safety conformity and operational functions of equipment from an accredited test laboratory provided by the equipment manufacturers
- e)The service provider must outline the Disaster Recovery plans that will describe how the station can ensure continuation of the radio broadcasting service In the event that a natural or man-made disaster occurs.
- f)The service provider shall provide Redundancy plan that will provide measures of redundancy that will be put in place to ensure the radio station can seamlessly continue offering a service in the event of equipment failure
- g)The service provider shall Plan and ensure electromechanical safety measures and public safety measures that will be put in place at the studio and transmission facilities.
- h)The service provider shall ensure an agreed percentage of revenue is submitted to the County Government of Migori.
- i)Use the premises strictly for the purpose leased Eligibility and qualification of bidders
Interested bidders must submit information on their technical and commercial capability The EOI must be accompanied by Certified Copies of the following documents
1) Company Profile
2) Certificate of Business Incorporation
3) A Copy of valid License Certificate Issued by the (Communication Authority of Kenya (CAK)
4) A Copy of valid license from Music Copy Right Society of Kenya
5) A Copy of Valid Certificate from the Film Classification Board
6) Attach a list of all reach areas for the frequency and give number of frequencies (Commercial)
7) A Copy of KRA PIN, Valid Tax Compliance Certificate and CR12
8) Proof of experience of not less than five (5) years of provision of similar services
9) Details of the team of experts with demonstrable experience and ability for the operation of the station.
10) Proof of a strong financial resource base (provide certified audited financial reports for 2018 and 2019)
Shortlisting of bidders for subsequent processes shall be based on the above information.
Clarification
Interested parties may request for clarifications on the EOI up to seven (7) days before the EOI submission date. Any request for clarification must be delivered in writing or emailed to procurement@migori.go.ke

The bid document should be deposited In the tender box situated at the entrance of Migori County Procurement Offices at the County Headquarter so as to be received on or before Monday 10th August 2020 11.00 a.m. The EOls shall be opened immediately thereafter in the presence of bidders or their representatives who choose to attend. Late bids shall be rejected
