LEASING OF SHARED PRINTERS (HQ AND HUDUMA),SUPPORT AND MAINTENANCE
1. The Higher Education Loans Board (HELB) is a statutory body established in July 1995 by an Act of
Parliament ‘Higher Education Loans Board Act’ Cap 213A. It is a state corporation in the Ministry of
Education. The Higher Education Loans Board (HELB) invites sealed tenders for the Leasing of Shared
Printers (HQ and Huduma), Support and Maintenance.
2. Tendering will be conducted under open competitive method (National) using a standardized tender document.
3. Qualified and interested tenderers may obtain further information and inspect the Tender Documents during
office hours 0800 to 1700 hours at the address given below.
4. A complete set of tender documents may be purchased or obtained by interested tenders upon payment of a
non- refundable fees of Kshs. 1,000.00 in cash or Banker’s Cheque and payable to the address given below.
Tender documents may be obtained electronically from the Website www.helb.co.ke/procurement/ or
https://tenders.go.ke. Tender documents obtained electronically will be free of charge. Tenderers downloading
documents from a designated Website shall advise the Higher Education Loans Board (HELB) that they have
downloaded the tender documents, giving full contact addresses of the tenderer (email, telephone number and
postal address).

5. Tender documents may be viewed and downloaded for free from the website www.helb.co.ke/procurement/ or
https://tenders.go.ke. Tenderers who download the tender document must forward their particulars
immediately to procurement@helb.co.ke to facilitate any further clarification or addendum.
6. All Tenders must be accompanied by a tender security/ bid bond of Kenya Shillings; Eighty Thousand (Kshs.
80,000.00) in the form of a bank guarantee from a reputable bank, a bankers cheque, insurance from companies
authorized to transact in bid bonds, letter of credit or a guarantee by a deposit taking microfinance institution,
Sacco society, youth enterprise fund or women enterprise fund and valid for a period of 120days from the day
of opening the tender. The tender security shall be placed in the envelope containing the combined technical
and financial proposal. AGPO registered firms are not required to submit a tender security but must fill, sign
and submit the Tender Securing Declaration form and must submit the valid AGPO registration certificate.
Please note that any tender that shall not be accompanied by a tender security or a filled and signed tender
securing declaration form and valid AGPO certificate shall be deemed to be non-responsive and disqualified.
7. Completed tenders must be delivered to the address below on or before Tuesday 6
th August 2024. Electronic
Tenders will not be permitted. Interested bidders shall be required to submit one (1) original hard copy and
one soft copy of their combined technical and financial proposals, which shall be clearly marked “ORIGINAL
HARD COPY’’ and “ SOFT COPY’’ as appropriate. The bidder MUST provide a soft copy of the bidding
documents with the following attributes: – i. The documents should be in PDF ii.The document should be in a
well labelled flash disk – indicate company name/name. In the event of any discrepancy between them, the
original shall govern. The Tenderer shall chronologically serialize all pages of the tender documents submitted.
All Bidders must serially number all the pages including the inserts in their tender proposal submission from
the 1st page to the last page in the format 1,2,3,4,5….as the number of pages received in each bidder’s tender
submission proposal will be recorded during the tender opening.
8. Tenders will be opened immediately after the deadline date and time specified above or any deadline date and
time specified later. Tenders will be publicly opened in the presence of the Tenderers’ designated
representatives who choose to attend at the address below.
9. Late tenders will be rejected.
