MULTINATIONAL HORN OF AFRICA ISIOLO – MANDERA CORRIDOR: EL WAK – RHAMU ROAD UPGRADING PROJECT
GENERAL PROCUREMENT NOTICE |
The Government of Kenya has received a loan from the African Development Bank and African Development Fund to finance the Multinational Horn of Africa Isiolo – Mandera Corridor: El Wak – Rhamu Road Upgrading Project.
The Project Road, El Wak – Rhamu Road (142 km long), is part of the 740 km Isiolo-Wajir-Mandera road corridor located in the North-Eastern region of Kenya. The principal objectives of this project are to improve transport and trade along the corridor by reducing travel time and vehicle operating costs.
The project includes the following components:
A: ROAD CIVIL WORKS:
This component will include Civil Works for construction of a single carriageway road 7.0m wide with 2.0m shoulders on each side to bitumen standard. The Civil works will also include Construction of Town loop roads; access roads as well as upgrading/rehabilitation of socio-economic infrastructures. The Civil works will be undertaken in two lots as follows:
- Lot 1 : El Wak to Gari (74 km)
- Lot 2 : Gari to Rhamu (68 km)
B: PROJECT IMPLEMENTATION. MONITORING AND EVALUATION
This component will include:
- Construction supervision services for Lot 1 and Lot 2 of the Civil Works;
- Baseline survey and monitoring of environmental, climate change and socio-economic impacts;
iii. Awareness and sensitization campaigns on HIV/AIDS, Sexually Transmitted Infections (STIs), Gender, Reproductive Health, and COVID-19;
- Project technical audit;
- Management of social risks associated with Civil Works and Community outreach activities;
- Consultancy services for Security liaison officer; and
vii. Feasibility, ESIA, RAP and Detailed Engineering Design studies of two (2) road projects.
Procurement of services under item (i) Construction Supervision Services of Lots 1 and 2; (ii) Baseline survey and monitoring of environmental, climate change and socio-economic impacts; and (v) Management of social risks associated with Civil Works and Community outreach activities; has already started through Advance Contracting. Requests for expression of interest for item (vi) Consultancy services for Security liaison officer is expected from January, 2022; and the remaining services are expected from April, 2022.
C: FACILITATION OF REGIONAL INTEGRATION. TRADE AND TRANSPORT:
The component includes:
- A Trade and Transport Facilitation Study; and
- Strengthening of Rapid Response Unit at El Wak town.
D: ENHANCEMENT OF ROAD SAFETY:
This component will include:
- Road Safety Audit and Road Safety Awareness and Sensitization Campaigns;
- Enhancement of National Transport Safety Authority (NTSA) Motor Vehicle Inspection Centre at Garissa; and
iii. Supporting GoK’s Motorcycle “bodaboda” Safety Initiatives by training motorcycle trainers.
E: CAPACITY BUILDING AND INSTITUTIONAL STRENGTHENING:
The component includes:
- Skills development of Unemployed Youth in the Project area;
- Capacity Building of Project Implementation and supervisory staff;
iii. Enhancement of Road Traffic Data Management System; and
- Assessment of participation of domestic civil engineers in the implementation of transport projects.
Procurement of goods (including non-consultancy services), works and the acquisition of consulting services will be carried out in accordance with the “Procurement Policy for Bank Group Funded Operations” dated October 2015.
