OPEN INTERNATIONAL TENDER

NAIROBI INTELLIGENT TRANSPORT SYSTEM (ITS) ESTABLISHMENT AND JUNCTIONS
IMPROVEMENT PROJECT [PHASE I] PROJECT No.: KEN-6
TENDER No.: KURA/DEV/HQ/321/2023-2024

1. The government of the Republic of Kenya has received a Loan from the
Export-Import Bank of Korea from the resources of the Economic Development
Cooperation Fund (EDCF) of the Republic of Korea in the
amount of USD 61 Million (Sixty One Million US Dollars) towards the
cost of the Nairobi ITS Establishment and Junctions Improvement Project
[Phase I] and intends to apply a portion of the proceeds of this loan to
payments under the contract for Design and Build for the Nairobi ITS
Establishment and Junctions Improvement Project [Phase I].
2. The terms and conditions of the Contract and payment by the Bank,
therefore, shall be subject in all aspects to the terms and conditions of
the Loan Agreement, including the Guidelines for the procurement under
the EDCF Loan (the guidelines). Except as the Bank may specifically
otherwise agree, no party other than the Borrower shall derive any rights
from the Loan Agreement or have any claims on the Loan Proceeds.
3. The Project Executing Agency, Kenya Urban Roads Authority (“KURA” or
the “Employer”) now invites sealed bids from eligible bidders for the
implementation of the project as described in the below:
a) Implement the detailed design and construction of civil works for
Rehabilitation and Improvement of 25 junctions/intersections to
meet the adequate capacity for traffic demand;
b) Complete the detailed design of the Traffic Management Center
(TMC) building and implement the construction works with fixture,
furniture, equipment and other facilities to operate the TMC building;
c) Supply and install hardware and software to house the ITS equipment
and operate the new traffic management system at the TMC
building;
d) Install ITS field equipment including traffic signal, signal controller,
Intersection Surveillance camera and Vehicle Enforcement System
(“VES”) in 25 junctions, 6 Vehicle Detection System (“VDS”), 1 Variable
Message Sign (“VMS”), a surveillance system comprising 20
Closed-Circuit TV (“CCTV”) cameras and communication network;
and
e) Training and skill transfer.
f) Dispatch of Experts for post-project O&M support during warranty
period.
The design and build works shall be completed within the period of 30
months from the Commencement Date. Also, after the completion,
the Contractor
shall dispatch experts for 2 years to support and assist the Employer’s
sustainable O&M.
4. Bidding will be conducted through Competitive Bidding (CB) procedures
specified in the Guideline for Procurement under EDCF Loans, and is
open to all eligible bidders that meet the following minimum qualification
criteria:
i) The bidder and all other parties constituting the bidder shall have
the nationality of Korea;
ii) Minimum cash flow of USD 5 Million (Incase of JV, one partner
shall meet atleast 40% of the requirement);
iii) Minimum Average Annual Construction Turnover of USD 45 million
calculated as total certified payments received for successfully
completed contracts, within the last three (3) years from the deadline
of submission. (In case of joint venture, one partner shall meet
atleast 40% of the requirement);
iv) General ITS & Construction Experience in SI (System Integration) /
NI (Network Integration) and Construction of buildings and roads
for at least the last ten (10) consecutive years from the bid issuing
date (In case of joint venture, at least one partner shall meet the
requirement);
v) Specific ITS, Construction of Road and Building Project Experience
as follows;
• Participation as contractor, or subcontractor, in at least three
(3) Asphalt Concrete or Rigid Pavement Road projects within
the last ten (10) years from the bid issuing date, each with
a value of at least US$ Fifteen million (USD 15,000,000.00)
which are successfully completed (In case of joint venture, at
least one partner shall meet the requirement).
• Participation as contractor, or subcontractor in at least one
(1) construction contract of IDC building or Administration
building having Server Room that has been successfully completed
within the last ten (10) years from the bid issuing date
(In case of joint venture, at least one partner shall meet the
requirement).
• Participation as contractor, or subcontractor in at least one
(1) SI/NI project within the last ten (10) years from the bid
issuing date, with a value of at least US$ Seven million (USD
7,000,000.00) which are successfully completed and that are
similar to the proposed works (In case of joint venture, at
least one partner shall meet the requirement).
• Participation as contractor, or subcontractor in at three (3)

ITS projects which included systems or facilities as parts of
the scope of works in the project within the last ten (10)
years from the bid issuing date, each with a value of at least
US$ One million (USD 1,000,000.00) which is successfully
completed and that is similar to the proposed works.
• The ITS project shall include, as scope of work, ITS (Intelligent
Transport System), UTIS (Urban Traffic Information System),
Transportation part of U-city (Ubiquitous-city) or Transportation
part of Smart city. And the project shall include warranty
services as part of the scope of work of the project (In case
of joint venture, at least one partner shall meet the requirement).
5. Interested eligible Bidders may obtain further information from Kenya

6. A complete set of bidding documents may be purchased by any interested
Bidders on the submission of a written application to the address
below and upon payment of a non-refundable fee of Kenya Shillings
50,000.00. The method of payment will be bank certified cheque or
telegraphic transfer to Kenya Urban Roads Authority’s Bank Account:

Upon written request by a bidder and after payment of the non-refundable
fee, bid documents will be sent by registered airmail, but under no
circumstances shall the Kenya Urban Roads Authority be held responsible
for late delivery or loss of the documents so mailed.
7. A mandatory Pre-Bid meeting shall take place at the following date, time
and place:

A mandatory site visit conducted by the Employer will be organized after
the Pre-Bid meeting at the road junctions/intersections and the TMC
Building site.
Bidder’s representatives are required to come with an original introduction
letter from the Bidder with Bidder’s letter head clearly indicating
their names and identification document number, and an original and copy of their
identification document.
8. Bidders shall submit one (1) original and four (4) copies in plain sealed
envelope(s) with the Tender Name and Tender Number clearly marked
and bearing no indication of bidder’s name on the envelope (s), delivered
by hand or by registered mail to the address below on or before
17th November, 2023 at 11:00 AM Nairobi Time. All bids must be
accompanied by a bid security of USD 800, 000.00. Late bids shall be
rejected.

10. The Kenya Urban Roads Authority will not be responsible for any costs
or expenses incurred by Bidders in connection with the preparation or
delivery of Bids.
