NAKURU SUB-AWARD EVALUATION (DESIGN, IMPLEMENTATION, MONITORING AND EVALUATION)
SCOPE COVID KENYA SUB-AWARD EVALUATION: APRIL 2022.
World Relief International, a Non-Governmental Organization received a grant from USAID (“SCOPE grant”) to support a COVID response in four countries (Haiti, Kenya, Malawi, and South Sudan) to implement a series of activities and services in communities in an effort to mitigate the effects of the COVID-19 pandemic, prevent and control the spread of COVID-19 and anticipate the forthcoming availability of the COVID-19 vaccine. The grant was an appendix to The Strengthening Community Health Outcomes through Positive Engagement (SCOPE) Program. In Kenya, the grant was implemented in Turkana, Kajiado and Nakuru Counties. In Nakuru, World Relief partnerd with County Government of Nakuru, through the Nakuru County Department of Health to implement a sub-award within a period of one year as guided by a Memorandum of Understanding signed by World Relief and Nakuru County Department of Health. This followed a robust intervention process of co-designing of the project for implementation by the Nakuru County department of health and co-monitoring by both partners.
World Relief is seeking a consultant who will provide a sub-award evalution in order to understand the sub-award mechanism process and the effect of the SCOPE COVID Project, as well as to assess whether the targets outlined in the work plan have been achieved, any adaptations and challenges encountered and the lessons learnt. Of key interest is the benefits, challenges and replicability of the sub-grant mechanism between USAID, World Relief and Nakuru County Government.
