INVITATION TO APPLY FOR PREQUALIFICATION
PRE-QUALIFICATION FOR SUPPLY, DELIVERY AND MAINTENANCE OF A SIM CARD REGISTRATION DATA DUMP ANALYSIS SYSTEM
TENDER NO: CA/PROC/PQ/02/2022-2023
1. The Communications Authority of Kenya (CA) is the regulatory agency for the ICT industry
in Kenya with responsibilities in Telecommunications, Cyber Security, E-commerce,
Broadcasting and Postal/Courier Services. CA is also responsible for managing the country’s
numbering and frequency spectrum resources, administering the Universal Service Fund
(USF) as well as safeguarding the interests of consumers of ICT services
2. The Communications Authority of Kenya intends to prequalify Suppliers for supply, delivery
and maintenance of a sim card registration data dump analysis system
3. Tendering will be conducted through national tendering procedures using a standardized
tender document and will be open to all applicants who prequalify.
4. Qualified and interested applicants may obtain further information and inspect the
Prequalification Document at CA offices during office hours i.e. 0900 to 1600 hours at the
address given below.
5. A complete set of Prequalification Document in English may be purchased or obtained by
interested applicants upon payment of a non-refundable fees of Kenya shillings One Thousand
(Kshs. 1,000.00) to M-Pesa Paybill Number 522522 Account no. 1106738608 and a receipt
obtained from our Accounts office, located at the Ground Floor, CA Centre
6. Tender documents obtained electronically will be free of charge.
7. Prequalification Document may be viewed and downloaded for free from the website
https://ca.go.ke/about-us/do-business-with-us/open-tenders/ or Public
Procurement Information Portal (PPIP) supplier portal
(http://www.tenders.go.ke/website/tenders/index Applicants who download the
Prequalification Document must forward their particulars immediately totenders@ca.go.ke to
facilitate any further clarification or addendum
8. The Tenderer shall chronologically serialize all pages of the tender documents
submitted in the sequence of 1, 2, 3. ….n ( n being the last numerical page of the
tender document).
9. Applications for prequalification should be submitted by hand/courier delivery, in clearly
marked envelopes and delivered to the address given below so as to reach us on or before 12
th October 2022 AT 10:30 AM (East African Time).
10. Late applications a liable to be rejected.
