MINISTRY OF WATER, SANITATION AND IRRIGATION TENDER 2021 

INVITATION FOR PREQUALIFICATION OF CONTRACTORS FOR THE CONSTRUCTION OF COOPERATIVE OWNED SMALLHOLDER IRRIGATION INFRASTRUCTURE

National competitive open tender, reference PQ/SIPMK/02/2021 – BMZ 201367200

The Ministry of Water, Sanitation and Irrigation, through the National Treasury has received a loan from the Govern­ment of the Federal Republic of Germany, through KFW Development Bank, to undertake Phase IV of the Smallholder Irrigation Program Mount Kenya Region (SIPMK) promoting private sector agriculture and food security through development and financing the investment cost of cooperative-owned irrigation schemes within the counties of Embu, Kirinyaga, Meru, and Tharaka Nithi. The Program Management Unit (PMU) implements the Program on behalf of the Ministry of Water, Sanitation and Irrigation.

The PMU calls for prequalification of construction companies to undertake the construction of six (6) gravity operated pipe irrigation systems (IS) of between 80 and 200 hectares each. The irrigation schemes are Magatianthi IS, Kiramanti IS, Gatene IS, Mutino IS, Kandeki IS and Miuka IS.

The scope of the works of each irrigation scheme includes but is not limited to: the construction or rehabilitation of hydraulic structures comprising of;

  • reinforced or massive concrete diversion weir of approximately 1m high and between 10m and 30m long;
  • reinforced concrete intake chamber adjacent to the diversion weir;
  • reinforced concrete sedimentation basin of approximately 8m to 12m long, 2m wide and 2m deep, and
  • valve chambers, river or gulley crossings, thrust, anchor blocks and others

soil and rock excavation (including backfilling if necessary) on a river site and at the location of hydraulic structures;

soil and rock excavation, including backfilling, along the alignment of pipelines. The length of the pipeline to install per irrigation scheme varies between 25 km and 40 km;

supplying, fixing, bedding and laying uPVC, HDPE, steel or GI pipes of various diameters ranging from 355 mm to 20 mm, including fixing fittings as specified in contract documents;

supplying and fixing infield pipes with diameters of 25mm or 20mm, and fixing fittings as specified in contract doc­uments;

undertaking pressure testing of the pipe network after fixing and partial backfilling as detailed in the contract speci­fications;

once completed, running the irrigation scheme for 14 days prior to handing over to owners, and repair any defect occurring during defect liability period as instructed by Resident Engineer.

Eligible for participation are construction companies appropriately and legally registered in their country of origin or in Kenya under the Company’s Act No 17 of 2015, and possessing appropriate skills, professional competence, and ability to undertake the works.

An applicant shall demonstrate that the company has access to, or has available, liquid assets, unencumbered real assets, lines of credit or other financial means sufficient to meet the cash flow requirements for any contract that may be awarded, net of the applicant’s commitments for other contracts. Whether the applicant has assets or line of credits in a currency other than Kenyan Shillings, its equivalent shall be calculated at the mean rate of exchange shown on the Central Bank of Kenya website https://www.centralbank.go.ke/rates/forex-exchange-rates/on the first day of publishing the Invitation for Prequalification.

The anticipated commencement of these construction works is August 2021.

An applicant is required to submit one (1) Original and two (2) Copies of pre-qualification documents, accompa­nied by a soft copy as unalterable, searchable and printable PDF file on a CD / DVD disk or USB flash drive, marked accordingly.

Any query / clarification pertaining to this pre-qualification shall be directed to the Program Manager, Smallholder Irrigation Program Mount Kenya Region, at the address below not later than 14 calendar days before submission date. Clarification responses will be published on the website of the Ministry of Water, Sanitation and Irrigation.

Only firms who are pre-qualified will be invited to submit a Proposal.

Sealed applications indicating the tender number and tender description shall be delivered to the PMU Office from Monday to Friday between 08:00 hrs. to 17:00 hrs. at the address below so as to be received on/or before Monday 14th June 2021 at 12.00 noon (Eastern Africa Time Zone).
