PROCUREMENT FOR TRANSACTION ADVISORY SERVICES FOR DEVELOPMENT OF TRANSMISSION LINES’ PROJECTS
THROUGH SOLICITED PUBLIC PRIVATE PARTNERSHIPS PROJECTS

TENDER REF: PPPD/O&S/RFP/05/2024-2025

1. The National Treasury & Economic Planning (the Client), invites proposals to provide the following consulting
   services (here in after called “the services’’) Transaction Advisory Services for Development of Transmission
   Lines’ Projects through Solicited Public Private Partnerships Projects”, Tender No: PPPD/O&S/
   RFP/05/2024-2025”
2. The detailed Terms of Reference (TOR) for the assignment can be found at the following websites:
   www.treasury.go.ke, www.pppunit.go.ke, www.ketraco.co.ke and www.tenders.go.ke for free.
   Tenderers who download the tender document must forward their particulars immediately to
   Procurement@PPPunit.go.ke to facilitate any further clarification or addendum.
3. If a Consultant is a Joint Venture (JV), the full name of the JV shall be used and all members, starting with the
   name of the lead member. Where sub-consultants have been proposed, they shall be named. The maximum
   number of JV members shall be specified in the Data Sheet.
4. The Consultant shall chronologically serialize all pages of the Request for Proposal documents prior to
   submission.
5. A firm will be selected under Quality and Cost Based Selection (QCBS) Method and in a format as described
   in this RFP, in accordance with the Public Procurement and Asset Disposal Act 2015, a copy of which is found
   at the following website: www.ppra.go.ke
6. Any request for clarification on this Request for Proposal should be sent via email: Procurement@PPPunit.
   go.ke, Info@PPPunit.go.ke and Procurement@treasury.go.ke, Further information can be obtained at
   the address below during office hours i.e. 0900 to 1700 hrs. Clarifications may be requested no later than
   7 days prior to the submission deadline.
7. The Request for Proposal must be delivered in written form using the forms provided for this purpose. The
   Consultant must submit in separate envelopes (a) Technical Proposal: one (1) original and two (2) copies;
   (b) Financial Proposal: one (1) original and two (2)_copies. The Consultants “shall not” have the option of
   submitting their Proposals electronically.
8. Completed Request for Proposal enclosed in a plain sealed envelope clearly marked “Transaction Advisory
   Services for Development of Transmission Lines’ Projects through Solicited Public Private PartnershipsProjects”, Tender No: PPPD/O&S/RFP/05/2024-2025” and addressed to:
