PROCUREMENT OF FRAMEWORK CONSULTANCY AGREEMENTS 
INVITATION FOR EXPRESSION OF INTEREST

Water Sector Trust Fund (WaterFund) is a State Corporation under the Ministry of Water, Sanitation and
Irrigation and established under the Water Act, 2016, Section 113, with the mandate to provide conditional and
unconditional grants to the Counties and to assist in financing the development of and management of water
and sanitation services in the marginalised and underserved areas.
WaterFund has continued to invest in the implementation of Water, Sanitation Services and Water Resource
Management activities through the following investment programmes: Rural Investments, Urban Investments,
Water Resources Climate Change Investments, Result Based Aid, and Research and Innovation Financing.
CATEGORIES OF SERVICES UNDER FRAMEWORK CONTRACTING
WaterFund is responsible to ensure that the fiduciary risks are minimised through effective operation of a
compliance monitoring system to ensure that the investments are sound and sustainable in water supply, Water
Resource Management and Sanitation activities.
To support the WaterFund’s function of independent oversight, and to augment its capacity, the WaterFund
requires the support of consulting firms/ individual consultants capable of providing the following categories of
services under a framework contracting arrangement.
• Category A : Technical Support
• Category B : Social Assurance Support
• Category C : Financial Compliance, Review and Support
• Category D : Systems Development, Review, Programme Monitoring, Evaluation Accountability
and Learning and Audit Support
• Category E : Legal and Corporate Governance Support
• Category F : Strategy and Management Services Support
• Category G: Environmental and Social Safeguards Support
• Category H: Tax Advisory Support
• Category I : Institutional Human Resources Support
• Category J : Development of Policies, Strategies and Master Plans
• Category K: Communication Consultancy Services; Media Engagement Consultancy; Stakeholder
Engagement and Brand Equity Strategies
• Category L : Procurement Advisory Support
• Category M: Monitoring and Evaluation Consultancy Support
• Category N: Research and Innovation Consultancy Support
REQUEST FOR EXPRESSION OF INTEREST
The WaterFund now invites eligible consulting firms/Individuals providing consultancy services to express
interest in relation to the aforementioned services. Firms/Individual Consultants shall only express interest in
not more than three (3) categories.

SUBMISSION OF EXPRESSIONS OF INTEREST
The expression of interest must be submitted in writing in an original (1) and two (2) copies to the address and
in plain sealed envelopes clearly marked “Expression of Interest: Provision of Framework Consultancy
Services – …………………… (The applicant MUST indicate the category applied for)” Ref No. WSTF/
FC/01/ 2022-2023
