INVITATION TO TENDER
PROPOSED CONSTRUCTION OF A MULTISTORIED BLOCK FOR ACCIDENT & EMERGENCY, CASUALTY AND OUT PATIENT
DEPARTMENTS AT THE HOMA BAY COUNTY TEACHING AND REFERRAL HOSPITAL
(HBCTRH)

The County Government of Homa Bay through the department of Public Health and Medical Services
invites tenders for the proposed construction of a multi-storied block for accident & emergency,
casualty and out patient departments at the Homa Bay County Teaching and Referral Hospital
(HBCTRH).
1. Tendering will be conducted under open competitive method (National) using a standardized tenderdocument.
2. The tenderis open to all qualified and interested Tenderers. Any Contractors with pending works with
the County Government of Homabay are NOT eligible to participate in this tender.
3. Eligible and interested bidders may obtain further information and inspect the bidding documents at
the office of Director Procurement and Supplies Management, County Government of Homa Bay
between 8.00 am and 5.00 pm Kenyan Time, during Official working days.
4. A complete set of tender documents may be obtained by interested candidates free of charge from the

5. The document may also be downloaded free of charge from the Public Procurement Information
Portal www.tenders.go.ke and/or Integrated Financial Management Information System (IFMIS)
Supplier Portal www.supplier.treasury.go.ke using the unique IFMIS negotiation number
indicated above or County Website (www.homabay.go.ke).
6. Bidders who download the tender document must register with County Government; the company
name, postal, physical, email and telephone address for the purposes of receiving any further tender
clarifications and/or addendums if need be through Email: procurement@homabay.go.ke.
7. Prices quoted should be inclusive of all taxes and service delivery costs, must be expressed in Kenya
shillings and will remain valid for 210 days from date of tender opening.
8. All tenderers to provide Ksh. 4,000,000 bid Security in the form of a bank guarantee. Original bid
bond should be deposited and registered with the office of County Director of Procurement and
Supplies Management while it‟s copy uploaded with the tender documents.
9. The Tenderer shall chronologically serialize all pages of the tender documents submitted numerically
in the order of 1, 2, 3…. of all the documents submitted.
10. Completed tender documents must be submitted through the IFMIS supplier portal
www.supplier.treasury.go.ke not later than February 9, 2023 or the time indicated in the portal.
Manual submissions will not be allowed.
11. Tenders will be opened immediately thereafter in the IFMIS Supplier Portal.
