SPECIFIC PROCUREMENT NOTICE
RE-ADVERTISEMENT OF TENDER
The Ministry of Education – State Department for Technical, Vocational Education & Training, invites sealed bids from
eligible bidders for the construction of the proposed TVC as follows: –

1. Bidding will be conducted under the Open Competitive Bidding National (OCBN) method using a standardized
tender document. Bidding is open to all qualified and interested Tenderers
2. Bidding will be conducted through the Open Competitive Bidding National, (OCBN) method as specified in the
Public Procurement and Asset Disposal Act, 2015 (Revised Edition 2022) and its attendant Regulations of 2020 and
is open to all eligible bidders.
3. Interested eligible Bidders may obtain further information, view, inspect and download free of charge the bidding
Tender documents from the Ministry of Education website; https://www.education.go.ke/. For the purpose of
receiving any other information a bidder can visit the office of the Project Coordinator at Teleposta Towers, Kenyatta
Avenue, 24th Floor, Room 2402 during working hours or through email GoKproject2023@education.go.ke
4. The Tenderer shall chronologically Paginate/Serialize/Number in a sequential manner all pages of the Tender documents.
The document should be bound properly i.e. BE TAPE BOUND. Spiral Binding and Use of Spring or Box
Files will not be accepted and will lead to automatic disqualification.
5. Bids must be delivered to the address below on or before 28th June, 2024 closing time 10.00 a.m. Local Time at
Teleposta Towers, Kenyatta Avenue, 24th Floor, boardroom door No. 2413. Electronic Bidding will NOT be permitted.
6. Bids will be publicly opened in the presence of the bidders or their designated representatives and anyone who
chooses to attend. Late Bids will be immediately rejected.
7. Bids shall be quoted in Kenyan Shillings and bid prices as read out during opening shall be final.
8. Bids shall be valid for a bid period of 180 days after bid opening and an additional thirty days after expiry of the
180 days. All Bids must be accompanied by a bid security in Kenya Shillings in form of a Bank guarantee and must
be from a reputable commercial bank supervised by the Central Bank of Kenya or in form of an insurance guarantee
from insurance firms approved by PPRA as indicated in the table under item Number ITT 19.0.
