REQUEST FOR EXPRESSION OF INTEREST

Proposed Feasibility Study for the Kenya School of Law Academic Programmes

Introduction

The Kenya School of Law (‘the School’) is established under the Kenya School of Law Act, 2012. The mandate of the School is spelt out in section 4 of the Act. Currently the School runs two academic programmes, namely, the Advo­cates Training Programme (ATP) and the Paralegal Training Programme (PTP).

The School’s academic programmes are regulated under the Advocates Act and the Legal Education Act, 2012 and the regulations established thereunder. The School has a Strategic Plan (2018-2022) and is ISO 9001-2015 Certified.

Objectives of the Study

The principal purpose of the feasibility study is to determine the viability of the current academic programmes that is;

  1. Advocates Training Programme;
  2. Paralegal Training Programme

And the following proposed programmes;

  1. Diploma in Intellectual Property
  2. Diploma in Criminology

The specific objectives of the study are to:

  1.             Set out the legal education framework and social-economic context of the teaching of law in Kenya and the East African region;
  2.             Establish the viability, projected growth and sustainability of the School’s programmes;

      iii.            Determine the expectations of the legal sector market, the Kenya School of Law, prospective students and their career advisors in the academic programme of choice;

  1.             Identify the gap in the practical legal training and lawyering skills that currently exists in the legal sector market;
  2.             Recommend the appropriate practical training skills and pedagogical/andragogical methods to impart the desired professional and lawyering skills to meet the expectations of students as well as fill the gap in and meet the needs of the legal sector market.
  3.             Recommend the appropriate financial, personnel, infrastructural, course design, costing and other outlays and commitments as required by the Advocates Act, Kenya School of Law Act, Legal Education Act and Regulations made thereunder for the sustainability of the School’s programmes.

Timelines

The draft report to be ready within three months A concept paper be done after signing of contract

Submission Requirements

  1. Letter expressing interest and availability to undertake the assignment within the provided scope and timelines
  2. Experience in conducting feasibility studies preferably within learning institutions
  3. Provide 3 (three) institutional reference letters from reputable institutions indicating prior experience in providing similar services.
  4. The consultant must possess Master’s degree in Business Administration, Education, Law or any other related field.
  5. A brief case study on the assignment and a summary of why the consultant is suited to undertake the assignment. The proposal should include timelines, deliverables and a summary of the proposed execution approach.
  6. A valid Tax Compliance Certificate.

Completed Expression of Interest documents shall be deposited in the Tender box located at Gate C reception area, so as to be received at or before 12 noon on 2nd June 2021. The proposals shall be opened immediately thereafter in the Board room in the presence of tenderers or their representative who wish to witness.
