STATE DEPARTMENT FOR YOUTH AFFAIRS AND THE ARTS 

INVITATION TO TENDER (ITT) 

The Principal Secretary, State department for Youth Affairs and the Arts invites sealed tenders for the following
proposed works: –

1. Tendering will be conducted under National Competitive method using standardized tender documents.
2. Qualified and interested tenderers may obtain further information and inspect the tender documents
during office hours (8.00AM-1.00PM and 2.00PM- 5.00PM Local Time) at State Department of Youth
Affairs – Headquarters, located in Kencom House, Moi Avenue off City Hall Way, 3rd Floor, Supply
Chain Management office, Room No.362.
3. A complete set of tender documents may be viewed and downloaded by interested tenderers free of
charge from the State Department websites: https:// www.youth.go.ke. or the Public Procurement Information
Portal (tenders.go.ke).
4. Tenderer who download the tender document must forward their particulars immediately to the Head,
Supply Chain Management Service via Email. procurementyouth20@gmail.com;

addendum.
5. Prices quoted should be net; inclusive of all taxes, must be in Kenya shillings and shall remain valid for
126 days from the closing date of the tender
6. All Tenders must be accompanied by a tender Security in prescribed format of Kenya Shilling Six
Hundred and Ninety Thousand (Kshs. 690,000.00), in the form of a Bank guarantee from a reputable
bank approved and licensed by the Central Bank of Kenya or a guarantee by an insurance company registered
and licensed by the Insurance Regulatory Authority & listed by the Public Procurement Regulatory
Authority, payable to the Principal Secretary, State Department for Youth Affairs and the Arts.
7. Tender Security shall be valid for a period of One Hundred Fifty (156) days from tender opening date.
8. The Tenderer shall chronologically serialize all pages of the tender documents submitted.
9. The Tenderer shall provide one original and one copy of Tender document.
10. Completed tender Documents are to be enclosed in a plain sealed envelope clearly marked on top with
the Tender reference number and Tender Name/Description and be addressed to :-

State Department for Youth Affairs and The Arts,
P.O. BOX 34303-00100.
Nairobi.
Physical address for hand Courier Delivery to an office or Tender Box will be Nairobi, Moi Avenue
off City Hall Way, Kencom House, 3rd Floor, Room 362.
11. Completed tender Documents must be deposited in the Tender Box provided at Kencom House 3rd Floor,
to be received on or before Friday 14/04/2023 at 10.00am (Local time). Electronic Tenders will not be
permitted. Bulky documents that cannot fit the tender box should be dropped at Head of Procurement
Office located in Kencom House, Moi Avenue off City Hall Way, 3rd Floor, Room No.362.
12. Tenders will be publically opened immediately after the deadline, date and time specified above or any
deadline date and times specified later in the presence of the tenderers or duly authorized representatives
who will choose to attend in Kencom House, 3rd Floor – SDYA Main Board Room located in Moi
Avenue off City Hall Way.
13. Late tenders will be rejected.
14. Site visits shall be undertaken on Thursday 6th April 2023 at 10.00AM in Absa Towers, 15th floor located
along Loita Street.
15. State Department for Youth Affairs and the Arts does not bind itself to accept the lowest or any tender.
