Background
The Postal Corporation of Kenya was established by an Act of Parliament (PCK Act 1998)
and operates as a Public Commercial Enterprise. The Corporation’s mandate includes the
provision of accessible, affordable, and reliable postal services to all parts of Kenya as a
public postal licensee. This is in line with the 1948 United Nations Charter on Universal
Human Rights which amongst others obligates the Government to guarantee unfettered
access to communication by all citizenly. Our mission is to provide the government and
private sector with end-to-end, reliable, seamless, universal postal and courier logistic
services.
The Postal Corporation of Kenya’s strategic vision, coupled with emerging opportunities,
has led to the identification of a niche in Container handling/consolidation services to cater
to the growing of small businesses in Kenya and the East African Region. The strategic
location at the Mombasa Port and Nationwide outlets, offers a unique opportunity to thrive
and enhance our profitability.
Objective
The project’s objectives extend to generating revenue through various channels, including;
1) E-Clearing & Forwarding Marketplace Platform for effective imports and exports
logistics services through the Postal Corporation of Kenya.
2) Operating services, encompassing cargo handling and storage, contributing to our
revenue stream.
3) De-consolidating cargo shipments, a service to receive consolidated cargo, strip it for
various customers, and charge reasonable breakbulk fees.
4) Providing clearing and forwarding services, acting as an intermediary in cargo logistics,
and charging agency fees.
5) Offering Courier services, and last-mile delivery logistics from cleared cargo to clients’
Warehouses countrywide.
Scope of Work
It is emphasized that the essential pre-requisites and that the proposed solution must
encompass these minimum requirements, as they are integral to achieving our strategic
objectives:
i) To design, build, and operate a transit Shed Warehouse, consolidation and deconsolidation center, and Container Freight Terminals (CFS) in all PCK
facilities including redesigning the City Square facility into a warehouse/storage facility
for Air Cargo, aligning with the stringent requirements set by the Kenya Revenue
Authority (KRA).
ii) End-to-End Technology Architecture: The solution must include a meticulously
designed technology architecture that spans the entire spectrum of our operational
needs.
iii) Customer Centric Platform: A unified platform is imperative, encompassing a customerinterface Portal or App allowing clients to place orders, track shipments, and access
relevant information easily.
iv) Seamless Integration: The solution should exhibit a seamless integration capacity, both
internally within our systems and externally with relevant stakeholders.
v) Cybersecurity and Risk Management: Embedding cutting-edge cybersecurity measures
and robust risk management tools is fundamental in ensuring Data and operations
security.
vi) Built-in Data Analytics: The solution should incorporate intrinsic Data analytics
capabilities, empowering us to derive meaningful insights from Data.
vii)Real-time Transaction Visibility: Providing real-time visibility into all transactions as
they occur is a critical feature.
viii) User-Friendly Interface: The platform should prioritize user-friendliness, ensuring
that taxpayers and internal users can easily navigate it.
ix) Leveraging Advanced Technologies: Employing state-of-the-art technologies such as
Artificial Intelligence (AI), Blockchain, Machine Learning (ML), Internet of Things (IoT),
and others is encouraged to enhance system capabilities.
Eligibility Criteria
The Tenderer must be:
i) A technology partner who is already working and has existing relationships with
Local and Global technology companies. (Must provide evidence of partnership
agreement).
ii) The Tenderer should be in business for the last 2(two) years. (Must provide a
certified copy of Certificate of Incorporation/Registration, KRA PIN Certificate,
and CR12.)
iii) Compliance Certificate from the Office of Data Protection Commissioner
(Controller) and Registration certificate from the ICT Authority of Kenya.
iv) The Tenderer must have fulfilled tax obligations – provide a copy of a valid Tax
Compliance Certificate from the Kenya Revenue Authority
NB: This partnership will be based on a revenue share model.

Hard copy of the EOI must be delivered and deposited in a tender box Located at, Posta
House Mezzanine Floor on or before Thursday, 11th January 2024 before 11:00 am EAT
in a sealed envelope clearly marked Expression of Interest for the Provision Of An EClearing And Forwarding Platform, E-Integrated Warehousing, And Last-Mile Cargo
Delivery System For The Postal Corporation Of Kenya Reference Number:
PCK/PROC/EOI/23/2023-2024. Bids that cannot fit in the tender box should be submitted
to the Office of Supply Chain Manager located on the City Square Post Office Building along
Haile Selassie Avenue, 3rd Floor Left-wing, before 10:30 am of the submission date.
Late submissions shall be rejected.

Note: Only firms qualified under this procedure will be invited to submit their Technical
and Financial proposals under the Request for Proposals (RFP).
