INVITATION TO TENDER
PROVISION OF BULK SMS AND USSD SERVICES
EPRA/SCM/4/3/22-23/016
Energy and Petroleum Regulatory Authority (EPRA), herein known as the Procuring
entity, invites sealed tenders from interested and eligible candidates for the Provision of Bulk
SMS and USSD Services for a period of three (3) years with a value for money assessment
undertaken annually to confirm whether the Bidder is providing satisfactory performance
and whether the terms in the remain competitive.
1. Tendering will be conducted under Open National Tendering method and is open to
all qualified and interested Tenderers.
2. Qualified and interested tenderers may obtain further information and inspect the
Tender Documents during office hours, between 0800hrs to 1700hrs (East Africa Time)
at the address given below.

3. Tender documents obtained electronically from the website www.epra.go.ke or
www.tenders.go.ke will be free of charge. Tenderers who download the tender
document must forward their particulars immediately to procurementgrp@epra.go.ke
to facilitate any further clarification or addendum.
4. The Tenderer shall chronologically serialize all pages of the tender documents
submitted.
5. Completed tenders must be delivered to the address below on or before 21st
September,2022 at 1130hrs EAT. Electronic Tenders will not be permitted.
6. Tenders that do not fit in the tender box shall be deposited at the Reception Desk and
recorded using the register located at the reception area at the address located below.
7. Tenders will be opened immediately after the deadline date and time specified above
or any deadline date and time specified later. Tenders will be publicly opened in the
presence of the Tenderers’ designated representatives who choose to attend at the
address below.
8. Late tenders will be rejected.
