ASSIGNMENT TITLE Request for Expressions of Interest (REOI) – Individual Consultant Selection
- The Government of the Republic of Kenya has received financing from the World Bank towards the cost of Kenya Urban Support Program (KUSP) and it intends to apply part of the proceeds towards recruitment of an Urban Planning and Governance Consultant under the Kenya Urban Support Program (KUSP) to support the Council of Governors (CoG) and County Governments in the implementation of the Kenya Urban Support Program. The consultant will report to Head of the urban development and planning Committee.
- The main objective of this consultancy assignment is to support and provide advisory services to the Land, Planning, Urban Development and Energy committee and the KUSP National Program Coordination Committee (NPCT) on the implementation of the Urban Areas and Cities Act, The National Urban Development Policy and other urban matters as directed by the committee.
- The Council of Governors (CoG) in joint partnership with the State Department of Housing and Urban Development now invites eligible Consultant to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- a)Master’s Degree in Project Management, Urban Management, Urban Planning or any relevant field.
- b)At least 5 years working experience in implementation of projects and programs in the devolved urban sector.
- c)Expressions of Interest to include three samples of written outputs in the urban sectors;
- d)Previous experience and working knowledge of GoK and Donor funded projects in the field of urban development will be an added advantage.
- The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 201 1 (revised July2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
- The Consultant will be selected in accordance with the Quality Based Selection (QBS) method set out in the Consultant Guidelines.
- The Consultant will be based at the Council of Governors’ offices in Wetlands, Nairobi for a period of 24 months.
