EXPRESSION OF INTEREST FOR PEER REVIEW CONSULTANCY SERVICES

The Council of Legal Education is a statutory body established by the Legal Education Act No. 27 of
2012. It is charged and mandated to regulate, supervise and license legal education providers in
Kenya, recognize and equate foreign qualifications in law and conduct the Bar Examination.
In fulfilling its mandate, Council receives applications for licensing or renewal of license as legal
education providers for various programmes in law including the Bachelor of Laws (LL.B), Master of
Laws (LL.M) and Diploma in Law programmes. As part of the process for reviewing and assessing the
said programmes, Council subjects the curricula for the said programmes to peer review.
The Council of Legal Education believes that peer review of law programmes is of significant benefit
to the Council of Legal Education, Legal Education Providers, and stakeholders and consumers of
legal education by and large. Peer reviewers serve an important role of reviewing and providing
valuable recommendations to improve the quality of curricula of law programmes offered or proposed
to be offered in Kenya.
In its endeavour to ensure that academic and professional programmes in law offered by legal
education providers in Kenya are emblematic of the quality objectives espoused in the Legal
Education Act, 2012 and the Legal Education (Accreditation and Quality Assurance) Regulations 2016,
Council is seeking to enlist the services of persons of unquestionable integrity and professionalism as
peer reviewers on a need basis.
Peer Reviewers
These are experts in specific fields of law in the academia and experienced Lecturers of law. They
should inter alia have an in-depth understanding and experience in legal education. Experience in
curriculum development for law programmes (Doctorate, LL.M, LL.B and Diploma in Law) is an added
advantage.
Peer Reviewers will be expected to review curricula for LL.M, LL.B. and/or Diploma in Law
programmes as applicable as required by Council in accordance with the Legal Education Act 2012,
the Legal Education (Accreditation and Quality Assurance) Regulations 2016 and the Council of Legal
Education Peer Review Guidelines.
Qualifications
(i) PhD in law together with Masters in Law (LL.M) and Bachelor of Laws (LL.B.) Degrees;
(ii) At least seven (7) years teaching experience at the LL.B. and/or LL.M Degree levels;
(iii) Experience in developing curricula for law programmes will be an added advantage;
(iv) Demonstrated ability to work unsupervised within strict deadlines.

1.A detailed CV indicating the areas of specialization/ expertise including a return e-mail
address and daytime telephone contacts;
2.Copies of National ID and PIN Certificate;
3.Copies of relevant academic and professional certificates.
Applicants must exhibit high ethical standards, integrity, competence and
professionalism in conformity with the requirements of Chapter 6 of the Constitution of Kenya 2010.
Successful applicants will be retained as part of the Council of Legal Education’s Panel of Peer
Reviewers and engaged on as needs basis.
Those who have previously served the Council as Peer Reviewers need not re-apply.
