REGISTRATION AND LICENSING OF NEW SPEED LIMITER SUPPLIERS
The National Transport and Safety Authority is mandated to conduct Motor Vehicle Inspection
and Certification vide Section 4(2) (b) and (h) of the National Transport and Safety Authority Act,
2012.
In implementation of its mandate and and in-line with the KS 2295 – Part 1&2:2018 and KS 2295
Implementation Guideline for Licensing Speed Limiter Suppliers; to install speed limiters on vehicles
operating on Kenyan roads, a Speed Limiter Supplier must acquire;
i) A Kenya Bureau of Standards (KEBS) Permit,
ii) An approval from the Chief Mechanical and Transport Engineer
iii) A licence from the National Transport and Safety Authority (NTSA) and;
iv) The speed limiters must have the ability to limit speed, record, and store speed data for
72hours, transmit data to both the NTSA and the supplier servers every 5 seconds as per
the requirements of the KS2295 – 2018.

Speed Limiter Suppliers and Speed Limiter (Governor) Fitting Centre Checklist are available
on NTSA website (www.ntsa.go.ke) , while the Standards, KS2295 – Part 1 & 2:2018 and
KNWA 2460 are available at KEBS.
In this regard, through this Notice, the Authority hereby informs interested parties that application
for registration and licensing of New Speed Limiter Suppliers will commence from 2nd June
2023 and will close on 31st July, 2023. The application shall be undertaken through the NTSA
official website – www.ntsa.go.ke (Speed Limiter License Application).
