One-Envelope Bidding Process)

1. The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Covid 19 Education Response Project, and intends to apply part of the proceeds toward payments under the contract for Purchase of Digital Archiving (Video and Audio Materials Repository) For this contract, the Government of Kenya shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Ministry of Education now invites sealed Bids from eligible Bidders for Purchase of Digital Archiving (Video and Audio Materials Repository) Request for Bids Reference No MOE/GPE/GDS/02/2020- 2021. This is a one lot contract whose delivery Period is 12 weeks at Kenya Institute of Curriculum. Margin of preference will not be Applicable.
3. Bidding will be conducted through Open National competitive bidding procurement procedure using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated 2016,revised in November 2017 and updated in August 2018 ,and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Head Supply Chain Management, e-mail www.education.go.ke and inspect the bidding document during office hours 0900 to 1600 hours at the address given below.
5. The bidding document in English language may be purchased by interested bidders from Project Procurement Office 1st Floor room 110 upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Kenya Shillings one thousand (Kshs.1,000). The method of payment will be Cash, payable to Ministry cash office 7th Floor room 730.
6. Bids must be delivered to the address below on or before 22^nd December 2020 Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ desig­nated representatives and anyone who chooses to attend at the address below on 22nd December 2020 at 11.00 AM EAT.
7. All Bids must be accompanied by a Bid security of 2% a bank, of the total Bid value.
