REQUEST FOR COMMENTS ON THE DRAFT REGULATORY IMPACT STATEMENT AND THE DRAFT NATIONAL CEREALS AND PRODUCE BOARD (NATIONAL FOOD RESERVE) REGULATIONS, 2021
The Cabinet Secretary, Ministry of Agriculture, Livestock, Fisheries and Cooperatives is in the process of gazetting the draft National Cereals and Produce Board (National Food Reserve) Regulations, 2021 as provided under section 30 of the National Cereals and Produce Board Act Cap 338 Laws of Kenya.
In compliance with the provisions of the National Cereals and Produce Board Act, Cap 338 and the Statutory In- struments Act (No. 23 of 2013) of the Laws of Kenya, the Ministry announces to the public the availability of the draft National Cereals and Produce Board (National Food Reserve) Regulations, 2021 and draft Regulatory Impact Statement (RIS) for public scrutiny and comments.
The main objective of the Draft Regulations is to strengthen the powers of the National Cereals and Produce Board to deal with strategic food reserves and stabilize food prices in the food reserve commodity market. The Regulatory Impact Statement contains detailed information and assessment of suitability of the draft National Cereals and Produce Board (National Food Reserve) Regulations, 2021in managing Country strategic food reserve.
The Constitution of Kenya, 2010 and the Statutory Instruments Act, 2013 require the public to participate in the decision making process through the submission of comments to the Ministry. It is in this spirit that the Ministry requests the public to participate by submitting their comments and written memoranda for consideration by the Cabinet Secretary.
The general public and all interested persons should submit written comments or memoranda on the draft Na- tional Cereals and Produce Board (National Food Reserve) Regulations, 2021and the draft RIS using the prescribed public comments form, to reach the undersigned not later than fourteen (14) days from the date of publication of this notice.

There shall be a public forum for invited representatives of various stakeholders on Wednesday, 18th May 2022 at the Kenya Agriculture and Livestock Research Organization (KALRO) Loresho Nairobi at (8.30 am to 1.00pm to discuss, receive comments and validate the draft National Cereals and Produce Board (National Food Reserve) Regulations, 2021.
