REQUEST FOR EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES TO DEVELOP THE NATIONAL WATER RESOURCES INVESTMENT PLAN | DATE: 7th FEBRUARY, 2025 VENUE: MAJI HOUSE,4TH FLOOR, ROOM 449 TIME: 11.00 AM |
- The State Department For Water and Sanitation invites eligible Consulting firms to express their interest in developing the National Water Resources Investment Plan. The main objective of this assignment is to develop a National Water Resources Investment Plan (NWRIP) that will guide the priority investments and define the financing modalities for the Water Resources Sub-Sector.
- The Consultancy services will include:
- a)Literature Review current water sector and related policies, strategies and plans, with a view to highlight and assess the goals and associated projects, programs, and activities for implementation.
- b)Undertake situation analysis of current investment portfolio in Water Resources sub¬sector, by category of outcome areas and identify needs and opportunities;
- c)Undertake situation analysis of current financing options in Water Resources sub- sector, by category of outcome areas and identify emerging opportunities per priority investment areas;
- d)Aggregate the current Water conservation and protection Resources plans developed at the national and county levels;
- e)Conduct continuous consultations, public participation and validations among relevant stakeholders, including other MDAs, County governments, Development partners, NGOs and private sector;
- f)Collect and collate data on planned and ongoing Water Resources projects.
- g)Categorize based on Key Result Areas and develop a criterion to prioritize the projects, programmes and activities identified as necessary for the implementation of Water sector policies, strategies and plans;
- h)Undertake technical feasibility of the prioritized projects;
- i)Identify best pathways to inclusive and sustainable financing for priority investments and propose mechanisms and strategies for each pathway key result area,
- j)Recommend on the integration of NWRIP in Water Resources management information systems;
- k)Develop Implementation Plan with deliverables and estimated budget for each project, and source for financing to undertake project activities and
- l)Prepare, draft, validate in national workshops and print and submit to the Client the final NWRIP including its implementation plan / roadmap for dissemination by the Client.
- m)Develop Technical Advisory Note, including:
- Summary of projects
- Projected progress against Water Resources targets
- Economic analysis
- Financing strategy
- Roadmap to implementation
The State Department for Water and Sanitation now invites eligible consulting firms (“Consultants”) to express their interest in providing the services. Interested consultants should provide information demonstrating that they have the requisite qualifications and relevant experience to perform the services (in the form of a detailed company profile, description of similar assignments, experience in similar conditions, technical and managerial capabilities, core business and years in business, availability of appropriate skillset among others). Details of similar assignments – Name and address of the client, scope, value and period should be provided.
- To be shortlisted, bidders are required to demonstrate:
- i)Successful execution and completion at least three (3No) assignments of similar nature and scope in similar operating environments in the last 10 years in the following areas:
- Water resources management and planning studies including surface and ground water resources planning, catchment management strategies, sub-catchment management planning catchment management forums
- Stakeholder management for the formulation of catchment management guidelines, basin planning
- National policy and strategy formulation
- Water resources governance for a period of not less than five (5) years post registration.
- ii)Must be eligible and possess the necessary permits and licences to undertake this kind of work in Kenya
iii) Availability of an appropriate skills mix among proposed staff as detailed in the Terms of Reference.

- Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Individual sub-consultants or firms shall only be allowed to participate in not more than one joint venture firm.
- The Consulting Firm will be selected in accordance with the Quality and Cost Based Selection method set out in the Public Procurement and Asset Disposal Act 2015(amended 2022) and its attendant Regulations.
- Qualified and interested candidates may obtain further information at State Department for Water and Sanitation, Maji House 3rd floor Room 322 during official working hours.
- Expression of Interest must be delivered in a written form to the address below on or before Friday, 7th February, 2025 at 11am EAT and be deposited in the tender box and clearly marked.
