REQUEST FOR EXPRESSION OF INTEREST FOR PROCUREMENT
OF AGRICULTURAL MACHINERY AND EQUIPMENT UNDER
THE NATIONAL MECHANIZATION PROGRAM

Background
The Ministry of Agriculture and Livestock Development is desirous of rolling out an aggressive National Mechanization
Program to address food and nutritional security in the country, enhance productivity within the existing land
resource and provide employment to Kenyans especially the youth. The Government notes that a lot of fertile land
in most government agencies remains underutilized due to shortage of farm machinery.
A lot of fertile land remains unutilized in various government institutions and the government intends to open it
up for food production through this programme. Agricultural Finance Corporation (AFC) has been identified to
take lead in the programme implementation. Other government agencies involved are the Agricultural Technology
Development Centers (ATDCs), National Youth Service (NYS), Kenya Prisons Service, Kenya Agricultural and Livestock
Research Organization (KALRO), and Agricultural Development Cooperation (ADC)
The National Mechanization Program seeks to provide farm machinery equipment and related implements as
well repair, maintain and construction of new grain handling facilities and infrastructure. The above mentioned
Government Agencies own large tracts of underutilized lands/Assets which will benefit from the machinery to
enhance agricultural production.
The government recognizes that agricultural production has remained low due to use of obsolete technologies
among the farming communities. The government is implementing an aggressive agricultural transformation
agenda through mechanization driven production targeting the rural farming communities which will increase the
level mechanization among farmers to 50% from the current 30%. This level of mechanization among the farming
community will provide the necessary support to scale up farming operations making agricultural production
commercially viable and competitive.
To achieve this, the Government is willing to collaborate with established agricultural machinery and equipment
manufacturers with capacity to mobilize required resources in supporting this initiative. The program Budget is
estimated at Kshs. 33.095 Billion to be financed through concessionary bilateral arrangements.
