The Ministry of Petroleum and Mining- State Department for Petroleum invites Expression of Interest from eligible firms to undertake the following; –

BACKGROUND

The Mandate of the Ministry of Petroleum and Mining is to provide leadership in the management of the extractives sector. This includes development of Petroleum and Mining policies, creating a favorable legal and regulatory environment for investments and building capacity for effective management of programs and projects related to the extraction of mineral, oil and gas resources.

As an emerging producer, numerous opportunities are expected to arise that will result in the creation of a new industry. Kenya is therefore expected to become an attractive destination for the diverse business opportunities expected to arise.

The Ministry intends to display Kenya as an attractive investment destination through production of a video documentary with an international audience being foremost and simultaneously raising greater public awareness on its mandate. The documentary will demonstrate the emerging opportunities across the exploration, development and production value chain and showcase the preference of Kenya as ideal for the required foreign direct investment.

Objective

The objective of the assignment is to document Kenya’s history of oil and gas, exploration, the new journey towards oil and gas development and production, expected new business and investment opportunities that will lead to the birth of a new and robust industry within its economy and its future aspirations.

Scope and Focus of Assignment

  1. A documentary that will creatively position and market the oil and gas sector in Kenya locally, regionally and internationally. The tone of the documentary will be motivational and optimistic, mainly focusing on the Oil and Gas sector development as a key economic catalyst for Kenya. It will be both informative and educative, capturing the national development agendas.
  2. The entire production i.e. writing, filming, editing, voicing/narration etc. will be done by the contractor, delivering a final ready-to-air product in broadcast standards and in High Definition (HD) technology format.
  3. The documentary will be produced from the perspective of the sector experts and stakeholders, GoK through the State Department for Petroleum, will incorporate interviews and inputs from local communities, decision makers and key government officials in Ministry of Petroleum and Mining and line Ministries and agencies including The National Treasury and Planning, Ministry of Trade and Council of Governors.
  4. The film should be produced in English and Kiswahili at highest market quality standards, high-definition, fast paced and colorful, with clean stylistic touches and planned sequence of activities for its production including: concept development, story board development showing the planned picture order, scripting, research, shoot-ing, editing and disseminating of content.
  5. The shooting sites will cover all sedimentary basins (Anza, South Lokichar, Lamu, Tertiary Rift, Mandera Basins) and six counties directly benefiting from the sector developments namely Turkana, Samburu, Meru, Isiolo, Garissa and Lamu.

ELIGIBLE FIRMS

Eligible and interested bidders/firms are requested to submit their Expression of Interest by providing information that includes but not limited to the following:

  1. Submit Firm/Company Profile including submission of a copy of the Certificate of Incorporation.
  2. Indicate experience in conducting assignments of a similar or related nature.
  3. Attach CV’s of key personnel to be involved in the assignment showing their qualifications, experience and the role of each in the assignment.
  4. Contact details of referees which shall be organizations for whom similar work has been completed successfully.

Expression of Interest document shall be deposited in the Tender Box marked MOPM-SDP located at the Ministry of Petroleum and Mining, State Department for Petroleum, Nyayo house Building, 24th floor or email to ps@petroleum.go.ke.

So as to be received on or before 6th March, 2020 at 10.00 am East African time. Expression of Interest document will be opened immediately thereafter at the Ministry of Petroleum and Mining, State Department for Petroleum, Nyayo house Building, 24th Floor, Court room in the presence of bidders or their representatives who choose to attend.

Large documents that cannot fit in the tender box shall be received and registered at Supply Chain Management services Office at Nyayo House 24th floor room 24-19
