REQUEST FOR EXPRESSION OF INTERESTS (EOI)FOR LAND ACQUISITION AND COMPENSATION PLAN (LACP) FOR THE BARINGO 

 SILALI GEOTHERMAL DEVELOPMENT PROJECT.

1.0          INTRODUCTION

Geothermal Development Company (GDC) is 100% state-owned corporation registered under the Companies Act (CAP 486); it was incorporated in 2008 as a special purpose vehicle to accelerate the development of geothermal energy in Kenya. The Company’s mission is to generate 5,000MWe from geothermal resources by 2030. GDC falls under the Ministry of Energy (MoE). The Company has offices in Nairobi, Naivasha and Nakuru towns. Geothermal development is currently underway in the North- Rift areas of Baringo and Turkana counties following successful surface exploration in the region.

2.0          OBJECTIVE AND SCOPE OF THE ASSIGNMENT

GDC will require a LACP which describes the process of land access, compensation, relocation support and livelihood restoration for affected persons along the affected parcels.

The COMPANY requires the services of an expert resettlement valuation company with significant experience of large scale RAP/LACP implementation in East Africa, in compliance with national laws and international funder standards. Services to be provided include:

  • Carry out a detailed survey of the actual number of persons affected by the project (PAP’s)
  • Carry out a detailed evaluation of land affected by the project
  • Identification of land tenure and transfer systems, Including an inventory of common property natural resources from which people derive their livelihoods and sustenance, non-title-based user systems, and any issues raised by different tenure systems in the project area;
  • Identification of the patterns of social interaction in the affected communities, including social networks and social support systems, and how they will be affected by the project
  • Identification of public infrastructure and social services that will be affected and
  • Identification of social and cultural characteristics of displaced communities including a description of formal and informal institutions that may be relevant to the consultation strategy and to designing and implementing the resettlement activities

The scope will require the company(s) to engage with affected households along the route of the project area, as well as Government bodies involved in land acquisition and Land Title transfer at the Sub county, County and National levels in Kenya.

3.0          QUALIFICATION REQUIREMENTS – MANDATORY EVALUATION CRITERIA

Consultants will be selected upon demonstration of the following:-

  1. a)Provide Company profile
  2. b)Provide incorporation details, (Attach certificate of incorporation or articles and memorandum of association or in’ the case of joint venture, a joint venture agreement duly signed by both parties in the JV).
  3. c)Successful development and implementation of at least three (3) Resettlement Action Plans or Land Acquisition and Compensation Plans for infrastructure projects under international resettlement standards (World Bank, IFC);
  4. d)Description of experience of the firm and consortium members in providing at least (3) similar assignments in the last five (5) years (Must attach letters of recommendation);
  5. e)Availability of appropriate skills among staff – Provide CVs of five (5) key staff proposed for the assignment.
  6. f)Documented experience of working with Indigenous Communities in the resettlement context;
  7. g)Experience working and addressing legacy resettlement impacts within sub-Saharan Africa
  8. h)Relevant demonstrable experience of working within the East African region and Kenya in particular is considered an asset;
  9. i)Experience in the resettlement context in the geothermal sector is considered a strong asset;

Only firms shortlisted under this procedure will be invited to submit their technical and financial proposals.
