REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY SERVICES FOR ROAD SAFETY AUDIT AND DEVELOPMENT OF HAZARDOUS/BLACKSPOT MANAGEMENT GUIDELINES

SPECIFIC PROCUREMENT NOTICE 

1. The Government of the Republic of Kenya (GoK) has received financing from the African Development Bank
(AfDB) to finance the Upgrading/Dualling of Kenol – Sagana – Marua (A2) Highway Project, and intends
to apply part of the proceeds for this loan to make eligible payments under the contract for the Consultancy
Services for Road Safety Audit and Development of Hazardous/Blackspot Management Guidelines.
2. The Services shall include:
i) Pre-opening (construction stage) Road Safety Audit of selected ongoing development projects within
KeNHA network:
Audit of Traffic Management through and in the vicinity of the development projects during construction
phase. The pre-opening audit phase will be undertaken at least three times during construction period:
• Immediately after commencement of the road safety consultancy services
• Follow up audit within four (4) months of the initial audit
• Day and night safety audit of the substantially completed road works
ii) Post-opening Road Safety Audit of completed development projects in operation. The post-opening
audit phase will be undertaken within three (3) and six (6) months of the opening of the road to traffic
iii) Road safety assessment of two (2) select corridors within KeNHA network:
• Identify and rank high collision locations (hazardous/black spots)
• Undertake comprehensive safety assessment at top five (5) HCLs per corridor
• Package recommended safety mitigation measures at the top five (HCLs) into implementable
contract lots, and prepare an implementation action plan for execution of same
iv) Develop Hazardous/Black spot Management Guidelines
v) Develop Road Safety Policy for KeNHA
vi) Capacity building for KeNHA Road Safety Unit and staff on all aspects related to the services.
3. Kenya National Highways Authority (KeNHA), herein referred to as the Client, being an authorized agent of the
Government of the Republic of Kenya now invites eligible Consulting firms to indicate their interests in providing
above services.
4. Interested firms must provide information indicating that they are qualified to perform the services (brochures,
description of similar assignments, in similar conditions and availability of the appropriate skills
among staff, etc). Consultants may associate to enhance their qualifications.
5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the
Borrower’s Procurement Systems (subject to the Public Procurement and Asset Disposal Act, 2015) and whose
standard bidding document is available in the Public Procurement Regulatory Authority (PPRA) website, http://
ppra.go.ke. Borrowers are under no obligation to shortlist any consultant who expresses interest.
6. Expressions of interest must be delivered in written form and clearly marked with the assignment title & Tender
No and deposited in the tender box at Kenya National Highways Authority Headquarters, 2nd Floor, Block C,
