REQUEST FOR EXPRESSIONS OF INTEREST FOR INDIVIDUAL CONSULTANCY SERVICES FOR THE DEVELOPMENT OF UTILITY RUN SUPER ESCO 

KENYA POWER TENDER NOVEMBER 2021 

1.0  Introduction

The Government of Kenya has received financing from the African Development Bank (AFDB) for the development of a utility-run Super ESCO and intends to apply part of the grant to payments under the contract for an Individual consultant to support process for recruitment of a Consultancy Firm to provide Technical Assistance for the development of a Super ESCO domiciled at The Kenya Power and Lighting Company PLC.

2.0  The Scope of the Consultancy services will include;

The services of the consultant will include the following:

1. a)Preparation of Bidding Documents (including Expressions of Interest (EOI), Terms of Reference (TOR) and Request for Proposals (RFP)
2. b)Assistance in Tendering and Evaluation of Expressions of Interests and Proposals,
3. c)Negotiation
4. d)Conclusion of Contract

3.0  The duration of the contract

The services are expected to be completed within a period of 3 months from commencement Date of Contract.

4.0  Application Process

The Kenya Power and Lighting Company PLC which is the Contracting Authority, hereby invites eligible consultants to indicate their interest in providing the Services described above.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Eligibility criteria, establishment of the short-list, and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org

Interested consultants may obtain further information or seek clarifications at the address below during office hours between 0900 to 1200 and 1400 to 1630 hours (East Africa time – Mondays to Friday).

Completed applications clearly, stating the Reference Number in the letter on the envelope, should be submitted to the Tender Box at the address below, so as to be received on or before 30^th November 2021 at 2.30 pm.
