REQUEST FOR PROPOSALS FOR PROVISION OF CONSULTANCY SERVICES TO UNDERTAKE FEASIBILITY
STUDY ON DEVELOPMENT OF HUB, CONVENTION CENTRE, HOTEL, OFFICES, COMMERCIAL CENTRE AND
PARKING SILO

The Communications Authority of Kenya (CA) is the regulatory agency for the ICT sector in Kenya with
responsibilities in telecommunications, e-commerce, broadcasting and postal/courier services. CA is also
responsible for managing the country’s numbering and frequency spectrum resources, administering the
Universal Service Fund as well as safeguarding the interest of users of ICT services.
The proposed multi-purpose facility remains one of the key priority projects of the Authority. The facility
will address offi ce space constraints and house an ICT Hub as well as convention centre, hotel commercial
centre and parking silo.
In addition, this development will contribute towards realization of the Authority’s vision of optimum
utilization of its resources and revenue diversifi cation. The development is proposed to be carried out on
the Authority’s land, LR. No. 4393/19 and LR. No. 28644, located along Waiyaki Way.
Before commencement of the development, the Authority wishes to undertake a feasibility study to
assess the viability of the project. In this regard, the Authority invites tenders from interested and competent
fi rms to undertake a feasibility study for the project as detailed below:

The tender documents can be accessed and downloaded from the Public Procurement Information
Portal http://www.tenders.go.ke and the Authority’s website: https://ca.go.ke/open-tenders free of
charge.
Further, fi rms who download the tender documents must arrange to forward their particulars/
contacts to the Head of Procurement, Communications Authority of Kenya, through the email address
tenders@ca.go.ke before the closing date for records and for purposes of receiving clarifi cations and or
addendums, if any. Any addendum, which will be issued, will be uploaded in the CA Website
Eligible bidders may also inspect and obtain detailed hard copy of the tender documents from the
Procurement Division, 2nd fl oor, Wing A at CA Centre on Waiyaki Way, Nairobi, between 9am to 4pm,
Monday to Friday at a non-refundable fee of Kshs 1,000.00
Prices quoted should be inclusive of all taxes and MUST be expressed in Kenya shillings.
Duly completed Request for Proposal documents, enclosed in a plain sealed envelope clearly marked with
the tender name and reference number, should be deposited in the tender box on the ground fl oor of the
CA Centre, so as to reach on or before 6th December 2023 at 1030hrs East African Time.
